This includes $7 million for member states and $1.5 million for regional coordination and technical support, aimed at reducing the risks of disease spread across borders and enhancing regional health security.<\/p>\n<p>During a virtual ministerial meeting regarding the Ebola outbreak in Uganda, the Executive Secretary of IGAD, Workneh Gebeyehu, stated that the organization plans to provide about $1 million to each member state to support the implementation of urgent preparedness and response activities. This funding is part of the reprogramming of resources from the &#8220;PREPARE&#8221; project, which is funded by the Pandemic Fund in collaboration with the World Health Organization and the International Federation of Red Cross and Red Crescent Societies.<\/p>\n<p>Gebeyehu explained, according to a statement from the meeting &#8211; which was reviewed by African readings &#8211; that the proposed funding will be directed towards enhancing screening and preparedness capabilities at entry points and high-risk border corridors, improving surveillance and early warning systems, case detection and reporting, as well as developing laboratory diagnostic capacities and enhancing risk communication and community engagement.<\/p>\n<p>He noted that the current Ebola outbreak in Uganda, caused by the Bundibugyo strain, poses an increasing regional threat as the risk of transmission continues in the eastern regions of the Democratic Republic of the Congo, particularly along the border corridor between the two countries.<\/p>\n<p>The Executive Secretary expressed the organization&#8217;s solidarity with the government and people of Uganda, commending the swift discovery and reporting of the outbreak, as well as the measures taken by health authorities to contain the disease.<\/p>\n<p>He clarified that Uganda has strengthened its surveillance systems, contact tracing, mortality monitoring, and border screening, as well as deployed mobile laboratories and intensified awareness and communication campaigns in the most vulnerable areas.<\/p>\n<p>Gebeyehu confirmed that IGAD has implemented extensive investments over the past two years, in partnership with the World Health Organization and the International Federation of Red Cross and Red Crescent Societies, supported by the Pandemic Fund, to enhance epidemic preparedness and response systems in the region&#8217;s countries.<\/p>\n<p>These efforts included operating cross-border surveillance systems, strengthening laboratory networks, training frontline workers, establishing technical working groups, and improving coordination capacities in emergency situations and community surveillance.<\/p>\n<p>He added that these investments have become a crucial element in supporting rapid response to the current outbreak in Uganda and other high-risk countries.<\/p>\n<p>He pointed out that IGAD previously supported Uganda&#8217;s response to the outbreak of Mpox (Monkeypox) by providing laboratory supplies, vehicles, motorcycles, technical equipment, and isolation materials, in addition to supporting surveillance systems and sample referral, which contributed to strengthening national capacities to contain the disease.<\/p>\n<p>The organization also coordinated regional and cross-border interventions in Ethiopia during the Marburg virus outbreak, which included sending technical missions, supporting surveillance and community awareness activities, and providing laboratory reagents, personal protective equipment, and diagnostic tools, which helped contain the outbreak and prevent its regional spread.<\/p>\n<p>Gebeyehu warned that the recurring outbreaks of Ebola, Mpox, Marburg, cholera, and other epidemic diseases reveal structural weaknesses in health systems and underscore the need for more flexible emergency funding mechanisms and sustainable investments in regional health security.<\/p>\n<p>He called on the Pandemic Fund and development partners to continue supporting the region by increasing funding and providing flexible financial tools to ensure rapid responses to health outbreaks and build long-term capacities to face future crises.<\/p>\n<p>He affirmed that IGAD will continue to work with governments and international partners to enhance surveillance systems, laboratories, health workforce, and coordination mechanisms under a &#8220;One Health&#8221; approach, ensuring the region&#8217;s readiness to face cross-border health threats.<\/p>\n<p>IGAD, in partnership with the World Health Organization and the International Federation of Red Cross and Red Crescent Societies, launched the &#8220;Pandemic Preparedness and Response&#8221; project in August 2025, valued at $31.9 million over three years to enhance regional readiness to combat epidemics.<\/p>\n<p>The project focuses on four main pillars:<\/p>\n<p>The Ebola crisis in the Democratic Republic of the Congo has evolved from a local health crisis to a global issue with alarming possibilities, as the rare &#8220;Bundibugyo&#8221;
