Harare Deputy Mayor Rosemary Muronda and former Harare South MP Shadreck Mashayamombe (ZANU PF) have each been granted bail of US$500 over claims they fraudulently sold council land.
The pair appeared before Harare Magistrate Jessie Kufa on Friday, 23 January. Prosecutor Oscar Madhume told the court that the State had no objection to bail because the complainant, Mavis Java, plans to withdraw the case. He added that the presumption of innocence should be considered in light of this.
The court agreed to bail of US$500 each. Muronda and Mashayamombe must stay at their current addresses, report to the Zimbabwe Anti-Corruption Commission (ZACC) offices every other Friday, and avoid interfering with witnesses.
Mashayamombe is represented by lawyers Devoted Nyagano and Felistas Mwaonandini, while Muronda is represented by Barnabas Kazembe. They were arrested by ZACC on Wednesday.
Mavis Java is a farmer and director of Maja Logistics, a company involved in construction and property development.
The State claims that between April and June 2025, Muronda and Mashayamombe told Java they could help her buy commercial stands in Newlands, Harare, through companies linked to them and the City of Harare.
They allegedly promised the stands—numbers 41770, 41771, 41772, and part of 41567—would be transferred to her through their companies: Aspire Elite, Diexodus Marketing, Gemdale Investments, and Clean Burn Energy.
The complainant engaged a lawyer, Tawanda Maguwudze of Chasi and Maguwudze Law Firm, to handle payments transparently.
On 27 June 2025, Java went to her lawyer’s office with Danai Mawire, Mashayamombe, and Muronda.
The accused reportedly demanded US$300,000 each for the stands, with US$50,000 paid upfront to each as a deposit. The payments were made at the lawyer’s office, and receipts were signed.
The companies were said to be allocated as follows: Gemdale Investments to Muronda and Clean Burn Energy to Mashayamombe.
However, on 15 December 2025, Java discovered that the same stands had been allocated by the council to another company, Logara Properties, not hers.
It is alleged that Muronda and Mashayamombe knew the land still belonged to the council but sold it anyway.
The State says Java lost a total of US$100,000 due to their actions.
