{"id":103051,"date":"2025-01-11T23:23:50","date_gmt":"2025-01-11T21:23:50","guid":{"rendered":"https:\/\/www.africa-press.net\/zimbabwe\/all-news\/victoria-falls-residents-threaten-legal-action-over-town-clerk-reinstatement"},"modified":"2025-01-18T16:24:47","modified_gmt":"2025-01-18T14:24:47","slug":"victoria-falls-residents-threaten-legal-action-over-town-clerk-reinstatement","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/zimbabwe\/all-news\/victoria-falls-residents-threaten-legal-action-over-town-clerk-reinstatement","title":{"rendered":"Victoria Falls Residents Threaten Legal Action Over Town Clerk Reinstatement"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Zimbabwe. <\/strong><\/span>Residents of Victoria Falls and Hwange have threatened to take legal action against Local Government and Public Works Minister Daniel Garwe after he reversed the suspension of town clerk Ronnie Dube.<\/p>\n<p>Dube had faced numerous graft allegations, including serious abuse of office charges, when he was asked to take leave on December 2.<\/p>\n<p>Documents obtained by the Zimbabwe Independent show that Victoria Falls mayor Thuso Moyo\u2019s letter suspending Dube was ratified by a full council meeting on December 3.<\/p>\n<p>However, on December 6, Garwe intervened, arguing that the council\u2019s resolution was \u201cnot in the interest of the inhabitants of the council area concerned\u201d and \u201cnot in line with Section 139 (4) of the Urban Councils Act (Chapter 20:15).\u201d He then instructed the mayor to reinstate Dube.<\/p>\n<p>Hwange and Victoria Falls residents\u2019 associations, represented by Dube, Mguni, and Dube legal practitioners, have responded strongly to Garwe\u2019s actions, saying it was he who was not acting in the residents\u2019 interest. Their letter reads in part:<\/p>\n<p>Our clients are concerned that the contents of the honourable minister\u2019s letter purport to represent the interest of the inhabitants of the City of Victoria Falls, whom he has not consulted.<\/p>\n<p>The honourable minister is advised that the suspension of the town clerk complies with 139 (4) of the Urban Councils Act (Chapter 20:15) regarding the inquiry into the allegations of the suspended town clerk.<\/p>\n<p>The residents warned that failure by Garwe to withdraw his directive would leave them with no choice but to approach the High Court.<\/p>\n<p>The residents\u2019 associations also criticized Garwe for allegedly compromising the government\u2019s efforts to combat corruption. They wrote:<\/p>\n<p>There is, with respect, no legal basis for councillors to rescind a lawful resolution meant to combat corruption in local authorities.
