{"id":113543,"date":"2025-12-04T11:31:14","date_gmt":"2025-12-04T09:31:14","guid":{"rendered":"https:\/\/www.africa-press.net\/zimbabwe\/all-news\/mpofu-apologizes-for-goat-deal-not-going-as-planned"},"modified":"2025-12-04T13:30:30","modified_gmt":"2025-12-04T11:30:30","slug":"mpofu-apologizes-for-goat-deal-not-going-as-planned","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/zimbabwe\/all-news\/mpofu-apologizes-for-goat-deal-not-going-as-planned","title":{"rendered":"Mpofu Apologizes for Goat Deal Not Going as Planned"},"content":{"rendered":"<p><b>By Desmond Chingarande <\/b><\/p>\n<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Zimbabwe. <\/strong><\/span>Zanu PF businessman Moses Mpofu has apologised to President Emmerson Mnangagwa, saying he regrets that the Presidential Goat Scheme did not go as planned.<\/p>\n<p>His co-accused, Mike Chimombe, has meanwhile offered restitution.<\/p>\n<p>The two, who are set to be sentenced on Monday next week, were convicted last month of fraud involving the US$7.7 million goat scheme.<\/p>\n<p>Mpofu and Chimombe were found guilty of looting State funds disbursed through their non-existent company, Blackdeck, after winning an US$87 million government tender to supply 85 000 goats\u2014of which only 4 000 were delivered.<\/p>\n<p>\u201cI want to apologise to Zimbabwe and President Mnangagwa. I want to say to Zimbabweans: I\u2019m sorry, and I regret that the Presidential Goat Scheme did not go as planned. An apology has always been on my mind, starting with the President,\u201d Mpofu said in court on Wednesday.<\/p>\n<p>Mpofu admitted that Blackdeck operated with fake tax documents and failed to conduct proper due diligence.<\/p>\n<p>\u201cWe should have scrutinised that&#8230; our ZIMRA papers were not in good condition and were fake. If we had picked it up earlier, we would have reported the matter,\u201d he said.<\/p>\n<p>He also attempted to shift blame onto the company rather than himself personally, saying:<\/p>\n<p>\u201cCourt\u2019s judgement is final, but it still hurts me because I did not do it. It was Blackdeck.\u201d<\/p>\n<p>Pressed on whether he was willing to compensate the government, Mpofu said he had no personal funds but added:<\/p>\n<p>\u201cIf the court instructs that, I will see how to go about it.\u201d<\/p>\n<p>Chimombe\u2019s lawyer, Ashiel Mugiya, said his client was ready to compensate the Ministry of Agriculture and urged the court to consider his willingness to make amends.<\/p>\n<p>Mugiya said Chimombe, a businessman and farmer, owned movable assets and properties worth more than US$1 million\u2014including an US$800 000 Borrowdale home\u2014and could use these to help repay the State.<\/p>\n<p>He argued that Chimombe had learnt his lesson, had 15 minor children and three wives to support, and was a first offender.<\/p>\n<p>\u201cHe will not sit down to premeditated commission of such offences,\u201d Mugiya said.<\/p>\n<p>Prosecutor Whisper Mabhaudhi urged the court to impose a stiff sentence, saying the crime was unprecedented and targeted vulnerable groups.<\/p>\n<p>\u201cThey stole from the poorest of the poor,\u201d he said.<\/p>\n<p>He warned that a lenient sentence would undermine the integrity of the justice system, adding:<\/p>\n<p>\u201cA non-custodial sentence can\u2019t even be said to be a slap on the wrist.\u201d<\/p>\n<p>Mabhaudhi said the State had attempted to recover funds through the Money Laundering Act, but the pair resisted.<\/p>\n<p>\u201cThe accused did not want to hear about compensation at all. If they really wanted to restitute, they would have offered to do so.\u201d<\/p>\n<p>Comparing the case to other corruption matters, he said:<\/p>\n<p>\u201cThe starting point for this case is 20 years. This court has already spoken and should continue to speak with one voice.\u201d<\/p>\n<p>He argued that giving the pair less than the presumptive term would be \u201ca betrayal of justice\u201d, citing former prosecutor Pardon Dziva\u2019s 19-year sentence for a US$10 000 offence.<\/p>\n<p>\u201cIf the two get a lesser sentence, then people like Dziva should be set free.\u201d<\/p>\n<p>Mabhaudhi also criticised the defence\u2019s conduct, claiming they attempted to delay the trial by filing 18 constitutional objections and attacking the bench.<\/p>\n<p>\u201cThey complained that the bench was too old and they \u2018cannibalised\u2019 the bench. It was highly provocative,\u201d he said.<\/p>\n<p>He insisted that pretrial incarceration should not mitigate their sentence, as the delays were \u201cof their own making\u201d.<\/p>\n<p>Professor Lovemore Madhuku, representing Chimombe and taking instructions from Mugiya, argued that the Ministry of Agriculture contributed to the scandal through poor oversight.<\/p>\n<p>\u201cThere should be checks and balances in any government institution&#8230; the State machinery is also culpable,\u201d he said, adding that his client should not be viewed as the sole culprit.<\/p>\n<p>He suggested the court bar Chimombe from participating in similar projects in future.<\/p>\n<p>After hearing both sides, the court postponed sentencing to Monday, when it will determine the appropriate punishment.<\/p>\n<p>The prosecution has proposed a sentence of up to 35 years, while defence lawyers have pleaded for leniency, citing Mpofu\u2019s apology and Chimombe\u2019s willingness to restitute the State.<\/p>\n<p>High Court judge Justice Pisirayi Kwenda said the matter would be finalised on Monday.<\/p>\n<p><b>Source: NewsDay<\/b><\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">Zimbabwe<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Desmond Chingarande Africa-Press &#8211; Zimbabwe.
