Africa-Press<\/a> – Zimbabwe<\/a>. <\/strong><\/span>Minister of Housing and Social Amenities, Daniel Garwe has been reported to the Zimbabwe Anti-Corruption Commission (ZACC) and Special Anti-Corruption Unit (SACU) for allegedly violating tender procedure.<\/p>\n

Garwe allegedly awarded a construction tender to two companies linked to him without following due process. He awarded Metbank and Touch Properties a contract to construct 140 blocks of flats in Prospect.<\/p>\n

An anonymous complainant who brought the issue to ZACC and SACU\u2019s attention alleged that Garwe flighted a \u2018dummy\u2019 tender invitation fully knowing he had awarded the same to companies where he has interests. The complaints allege Garwe\u2019s partner Sharon Mugabe did media consultancy for one of the companies that were awarded the construction tender.<\/p>\n

According to the complaints, Garwe\u2019s ministry flighted the tender adverts on February 26 yet he had announced the engagement of the two companies a fortnight before. Part of the complaint\u2019s letter seen by Zim Morning Post reads:<\/p>\n

\u2026I was caught aback by the Domestic Tender flight that was in the Herald and other publications on the 26th of February 2021. This was after I read on the article in the Herald of the 13th of February 2021 titled Govt, private sector venture to build 140 blocks of flats, where Talent Chimutambgi reported Minister Daniel Garwe as handing over stateland to Metbank and Touch Properties to construct 140 blocks of flats. This was said to be following the State\u2019s land allocation policy, and offering mortgages. I was surprised to see that on the tender flighted two weeks later on the 26th of February 2021 in the same Herald, after handing over the land to Metbank and Touch Properties, the same Prospect project was being advertised inviting bidders to submit their bids.<\/p>\n

It is not clear how ZACC or SACU will handle the complaint by an anonymous person.<\/p>\n
