Africa-Press – Angola. Yesterday, the National Assembly approved the proposal for a Basic Law for the Civil Service, which increases the maximum age for entering the Civil Service to 45 years, against the previous 35.
The diploma, approved unanimously, also reduces working time to 35 hours per week (previously 37 hours), as well as introducing Telework in the Civil Service.
The document also eliminates the automatic transition mechanism of staff hired in public tender to the definitive staff, as well as introduces the Public Service Performance Bonus.
TV Exercise
The plenary definitively approved the Proposal to Amend the Law on the Exercise of Television Activity, which aims to boost the technological and digital development of the television sector, improve the quality of television content and guarantee the right to expression and information.
The proposed law was approved with 108 votes in favour, 28 against and three abstentions. This is the fourth law in the Social Communication legislative package approved by the National Assembly, with two remaining, which should be approved in the next legislature. MPLA deputy Paulo de Carvalho said that his party voted in favor of the diploma, as it was a necessary update, fundamentally in terms of digital television.
The deputy of the Seventh Commission of the National Assembly, Carolina Fortes, said that the intention is to boost the technological and digital development of the television sector. The change also arises from the need to improve the quality of television content and guarantee freedom of the press, expression and information.
Deputy Joaquim Nafoia said that UNITA voted against it, considering that there are some violations of the principle of equal treatment enshrined in the Constitution. The president of the Parliamentary Group of CASA-CE, Alexandre Sebastião André, voted against the proposal, “because the amendment to the Diploma does not accommodate all that is desired in a Democratic State of Law”.
At the same meeting, the Draft Law amending the Organic Law of the Courts of Appeal and the Draft Resolution approving the accession of the Republic of Angola to the Convention of the International Organization for Mobile Communications via satellite were definitively approved.
Courts of Appeal
The Draft Law of the Court of Appeal introduces, among others, in the salary scale annexed to the document, subsidies that were not taken into account for the determination of the remuneration of the Judges, namely exclusivity, research and study and encouragement.
The Diploma amends the list of judges in the Courts of Appeal, with a view to bringing it into line with the number of judges in effect in these courts.
Former President of the Republic
The deputies to the National Assembly highlighted yesterday, during the plenary meeting, the handing over of the former President of the Republic, José Eduardo dos Santos, to the pacification process of Angolans and the search for effective peace in the country.
The tribute to the former Head of State was made after the MPLA Parliamentary Group proposed to Parliament a vote of condolence for the death of José Eduardo dos Santos.
The deputies, before approving the day’s agenda, sang the National Anthem and observed a minute’s silence in memory of José Eduardo dos Santos, former President of Angola. In the same action, Miguel N’Zau Puna, deputy to the National Assembly, who died on Sunday, 17, was also included.
The request for a vote of condolence from the MPLA Parliamentary Group presented by deputy Julião Mateus Paulo “Dino Matross”, states that José Eduardo dos Santos was the main architect of the country’s pacification process, which involved, in a first stage, an intense round of negotiations. with the participation of the United States of America, Cuba and the then Soviet Union, culminating in the signing of the Bicesse agreements on 31 May 1991, as well as other political agreements.
At an important stage in the history of Angola, he added, José Eduardo dos Santos maintained his humanist trait, ordering silence and creating conditions for the negotiation that led to the signing of the agreements on 4 April 2002.
Congressman Dino Matross highlighted the peaceful dimension of José Eduardo dos Santos at the regional level, while emphasizing his personal involvement in the process that gave rise to the Independence of Namibia, the fall of the racist apartheid regime and the consequent release of Nelson Mandela.
The document in which the vote of condolence is expressed indicates that, regardless of political differences, José Eduardo dos Santos will always be remembered for his humanism, tolerance, forgiveness, strategic vision, high sense of State, having placed as a priority in his performance as Head of State for Peace and National Reconciliation.
The deputies, during the interventions in favor of the vote of condolence, underlined that José Eduardo dos Santos exercised the function of President of the Republic of Angola between 1979-2017 in a difficult context, characterized by decades of armed conflicts, which caused profound healing consequences as possible with a humanist and peacemaking spirit.
Deputy Makuta Nkondo asked the Executive and the MPLA to obey the guidelines of the paternal clan of José Eduardo dos Santos, according to the Bantu tradition “It is the paternal clan that is at the forefront, it is not the children. “The children are also below and under the responsibility of the paternal clan of José Eduardo dos Santos”, he said, adding that the children must listen to the instructions given by José Eduardo dos Santos’ brothers, uncles and nephews.
Deputy Lucas Ngonda, from the FNLA, considered the vote of condolence well deserved. Lucas Ngonda described José Eduardo dos Santos as a good compatriot who from his youth defended the country until he reached the highest magistracy. “No political man has assumed such a responsibility as he has. José Eduardo dos Santos is a patriot who has fulfilled his mission, and the people of Angola have a duty to pay him due homage”, said the deputy, underlining that, for José Eduardo dos Santos, Angola was in first place. Benedito Daniel, from the PRS, welcomed the act of condolence dedicated to the former President of the Republic by the National Assembly, having considered it well deserved, “because José Eduardo dos Santos dedicated his whole life to Angola, Africa and the world”.
The also president of the PRS wants the Executive to bring the remains of the former President of the Republic so that he can be veiled in the country. This must happen because José Eduardo is a citizen who has dedicated his whole life to the cause of all”, he maintained.
Alexandre Sebastião André, from CASA-CE, also joined the voice of the FNLA and PRS deputies, to emphasize that José Eduardo dos Santos was a figure who dedicated his life to the country’s cause, since his youth. The CASA-CE deputy stated that José Eduardo dos Santos was the author of the main transformations that led to peace. He pointed out that the former President of the Republic is a figure who has marked the recent history of Angola, and therefore CASA-CE reiterates its solidarity.
“We urge it to be a decision between the Executive and the family. The Angolan people want to see their ex-President buried in Angola, a country to which he gave all his knowledge”, he concluded.
