Africa-Press – Angola. President João Lourenço will be invested, today, in the functions of Highest Magistrate of the Nation, for another term of five years.
The investiture ceremony, scheduled to begin at 8:00 am, at Praça da República, adjacent to the António Agostinho Neto Memorial, in Luanda, should bring together approximately 15 thousand spectators, with an emphasis on around 50 foreign representations, many of which will be represented at the highest level by the Heads of State, Vice-Presidents, Prime Ministers and senior officials appointed for that purpose.
When launching the event, yesterday, at Praça da República, at a time when preparations for the solemn act were being finalized, the Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, said that all the conditions were met necessary for the realization of a ceremony to the dimension of the importance of the event.
“We can say that, in general, the conditions are prepared for us to have a ceremony on the scale of the event”, he assured.
Adão de Almeida referred that the ceremony will be divided into three major moments, namely, the investiture itself, and of oath of office of those invested, the inauguration speech of the President of the Republic sworn in and, finally, the military parade in steps of review to be carried out by the three branches of the Angolan Armed Forces (FAA) and by officers of the National Police, to greet the President of the Republic and Commander-in-Chief of the FAA
The Minister of State and Chief of Staff of the President of the Republic made it known that access to the ceremony was by invitation and that the guests represent various broad and representative segments of Angolan society.
He explained that of the approximately 15,000 spectators expected today at Praça da República, there will be provincial representations in the order of about 50 representatives from each of the 17 provinces, except Luanda, which, as he underlined, will have another participation.
“We expect to have the conditions prepared to start receiving our guests from 8:00 am”, he highlighted. At the same ceremony, Esperança da Costa, the academic and former Secretary of State for Fisheries, will also be invested in the functions of Vice-President of the Republic
According to the official program of the investiture ceremony, the elected Vice-President of the Republic must arrive at the venue at 10:00 am, followed by the outgoing Vice-President of the Republic, Bornito de Sousa.
The President of the Republic, according to the program, should arrive at Praça da República 30 minutes later, that is, at 10:30 am, inspecting the troops on parade. From here, the ceremony continues with the singing of the National Anthem, brief statements by the judge-counselor of the Constitutional Court, Laurinda Cardoso, who will make history by being the first woman to invest a President of the Republic in the country.
Then, the master of ceremony will read the transcript of the declaration of the National Electoral Commission, which proclaims João Lourenço as elected President of the Republic, as well as his biographical data.
Following this, the presiding judge of the Constitutional Court will begin the inauguration ceremony, inviting the President of the Republic to take the usual constitutional oath to the Nation, with his right hand placed on the Constitution.
After this moment, which legitimizes the President to advance to the second term, the most awaited moment arrives: the moment of the investiture speech. It is through this document that the President publicly presents some of his views on the governance of the country.
Despite being unknown, the governance issues that the President of the Republic will focus on in his inauguration speech for the next five years, some personalities of Angolan society believe that the diversification of the economy and the fight against corruption will not be left out, due to the importance of results in the country’s development process.
In his 2017 investiture speech, the President of the Republic highlighted that if the State fulfills its role of overseeing and regulating economic activity well, becoming less and less interventionist, it will give way to the private sector, leading it to occupy the space that it deserves and competes to accomplish.
The President mentioned, at the time, that the need for transparency in the performance of services and public servants, as well as the fight against economic crime and corruption, which rages on in some institutions, at different levels, constitutes an important front for the fight to have seriously into account, in which everyone is called to participate.
“Corruption and impunity have a direct negative impact on the capacity of the State and its agents to execute any governance program”, he stressed, in the 2017 investiture speech. to the Presidential Palace, for a restricted ceremony of greetings.
