Africa-Press – Angola. The provinces of Huambo, Uíge, Lunda-Sul, Huíla and Cunene will soon have Regional Centers for the Issuance and Distribution of Identity Cards, it was announced this Friday, in Luanda, on the occasion of the celebrations of the International Day of Identity (16 September).

According to the national director of Civil and Criminal Identification, Carlos Cavuquila, who did not specify when these centers will start operating, this measure aims to decentralize the printing of the Identity Card in various regions and distribution throughout the country.

He stressed that, from birth, the citizen can already be registered and be given the Identity Card, a fact that also serves to prevent situations such as the trafficking of minors. He recalled that more than 13 million Angolans are in the database, including children and adults, adding that the Ministry of Justice and Human Rights will continue to work towards universalization of legal identity, citizens’ accessibility to competent services, without constraints of any nature.

Carlos Cavuquila, also an ambassador for the ID4Africa Movement, said that Angola is, as of this year, an associated partner in the organization of these celebrations, whose membership was formalized in a specific act by the Minister of Justice and Human Rights.

The date was proclaimed during the 4th Annual Meeting of the ID4Africa Movement, on 24 April 2018, in Abuja, Nigeria, based on the Sustainable Development Goals (SDG 16.9) which encourages the spirit and mission of legal identity for all, with the goal of renewing the commitment of both States and the target public, to the need to universalize identity, through birth registration and identification card allocation, in addition to reaffirming the determination to help those who do not have proof of identity to obtain.

The assessment of how identity for all can be achieved, based on the circumstances and particularities of each country, as well as the examination of how personal data must be protected and to what extent privacy must be preserved, are also part of the objectives. , according to Carlos Cavuquila.

He added that this year and the ones that follow, they are called to carry out awareness-raising actions in the communities around the meaning and importance of Identity Day and the dynamization of processes leading to the approximation of registration and identification services to needy populations.

Carlos Cavuquila stressed that when celebrating the 16th of September, not only will the importance and valorization of identity be reflected, but also the role it plays in the empowerment of individuals, particularly in the most vulnerable groups in society.

“Identity for all aims to stimulate and ensure the full exercise of citizenship, namely civil, political, economic, social and cultural rights, and they will assume responsibilities in promoting an increasingly fair, equitable and modern society”, he stressed.
