OGE 2023 takes into account current challenges for Angolans

Africa-Press – Angola. The MPLA Parliamentary Group said this Monday, in its political declaration, after the approval of the General State Budget (OGE), estimated at 20.1 billion kwanzas, that it takes into account the search for solutions to the current challenges facing Angolans.

According to Deputy Virgílio de Fontes Pereira, the MPLA is committed to the people who voted in favor of the general elections last August, giving a vote of confidence to the MPLA and President João Lourenço to continue solving the people’s problems.

In this first OGE after the general elections, he said that the Executive supported by the MPLA presents solutions to respond to the political significance of the loss of the qualified majority. “That’s why this OGE increases funds for Health, Education, as well as reinforces funds for combating poverty”.

Likewise, it increases the value of the Kwenda Programme, not only in its value, but also in the number of beneficiaries.

“We are aware of the people’s concerns and we assume our public responsibility – in Parliament and in the Executive – in solving the people’s problems”, he stressed.

On the other hand, he mentioned the fact that OGE was elected under extraordinary temporal circumstances, as it was the first post-elections, hence he highlighted and praised the commitment of deputies from all parties represented in the National Assembly.

In his political declaration, the leader of the Social Renewal Party (PRS), Banedito Daniel, expressed his satisfaction with the project and the contribution to its improvement, hence the party’s position to vote in favour.

The Humanist Party of Angola (PHA), according to its president, Florbela Malaquias, considers the OGE an instrument of economic and financial policy of the State, serving for the construction and reinforcement of democracy, as well as an instrument of humanization.

This, he argues, because it is through this that the citizen’s integration in the productive process is carried out, which enables social mobility and the inclusion of all excluded people.

In this sense, defends the PHA, there is an urgent need to reactivate the hope of the citizens who voted in favor “to correspond with the urgency of our time and start working on the execution and control of the OGE”.

Having voted against, in its political position read by the deputy Albertina Ngola, UNITA defended its vote because it considers that some of the macroeconomic assumptions made, as well as the monetary, exchange rate and customs tariff underlying the present proposal are not satisfactory.

Likewise, it presents criticisms regarding the clarity in the management of oil production revenues, as well as the distribution of values for health, education and agriculture.

The vote on OGE/2023 took place during the 4th Extraordinary Plenary Meeting of the 1st Legislative Session of the V Legislature, with the MPLA, PRS, PHA and FNLA voting in favour, while UNITA voted against.

The OGE proposal has a reference oil price of US$75 per barrel and an average daily production of 1.18 million barrels.
