Africa-Press – Angola. The Institutionalization of Local Authorities and the Administrative Political Division met this Friday, in the city of Cuito, Bié province, political figures of the country, who focused on its organization and operation.
In an initiative of Associação Construir o Saber, the event was part of the first provincial conference of the citizenship project around the theme, held under the motto “local authorities, a path to development”.
On the occasion, the jurist and politician linked to the MPLA, Nunes Correia Bali Chionga, who reflected on the law on the organization and operation of municipalities, said that the context of the country allows the State to experiment with this model.
He ensured, however, that citizens are increasingly ready to contribute to the process, considering it the best form of participatory democracy.
Therefore, Bali Chionga appealed to the youth of Bié and not only to constantly study the constitution and the law on municipalities, in order to better situate themselves and act accordingly.
Deputy Mihaela Weba, who represented the UNITA party, understands that there are conditions for the holding of municipal elections still in the current 164 municipalities, for later, gradually, to be implemented in the remaining localities, already looking at the possible Administrative Division that is intended, which will rise to 581 municipalities.
In turn, Rui Malopa Miguel, secretary general of the Social Renewal Party (PRS), envisions, with the municipalities, a new way of managing the country, which is why he pointed to the “federalist” model as the solution to the problems facing the country. country faces.
For him, federalism, a model long defended by his party, fundamentally aims to promote the decentralization of the State.
In the view of political scientist Israel Bonifácio, the administrative political division is consequently the implementation of autarchies in the country is based on good governance of the citizen, since, in this regard, the people will be the decision maker.
However, the specialist blames the deputies of the National Assembly (AN) for the non-implementation of the municipal elections so far, for delaying the effective approval of the referred package.
Speaking to the press, in welcome notes, the president of the Associação Construir o Saber, Pedro Agostinho, highlighted the need for the country’s academic class to take a more serious look at the matter.
The action, he said, appears to be an added value for the development of critical awareness of local youth and beyond.
The event also featured another panel, which analyzed the advantages and disadvantages of municipalities.
Lecturers were Alcino Jonas Kuvalela (politician), Júlio Tchimbilundo de Paiva (economist), Isaías Lucondo (lawyer) and Paulino Jamba Essacalalo, sociologist.
