Africa-Press – Angola. The main novelties of the Civil Service Basic Law, already in force since last year, were debated yesterday, in Benguela, in a well-attended seminar, held by the National School of Administration and Public Policies (ENAPP).

This is Law n.o 26/22 of August 22, a diploma with 13 chapters and 129 articles that brings some novelties with positive impacts on the lives of civil servants, such as the elimination of the maximum age of 35 to enter the function public

Before more than 150 participants, in the auditorium of the Municipal Administration of Benguela, including members of the Government and representatives of civil society, the lecturer and director of the Center for Research, Study and Development of ENAPP, Hugo Brás, pointed out other changes such as the new labor regime civil service and the reduction of the probationary period from five to one year.

According to him, the new legislation also establishes the new normal period of operation of the civil service, which runs from eight to 15 hours, telework and the public employment contract as an exception for admission to the civil service.

He highlighted the increase in the length of paternity leave for civil servants to seven working days, against one day in the previous diploma, while marriage leave is now ten days, in addition to the act of appointment as a rule of appointment in the civil service.

This law also contemplates the new disciplinary regime for civil servants, which eliminates the disciplinary penalty of fines and introduces a temporary reduction in salary, between one and six months, with the reduction not exceeding 20% ​​of the base salary. .

About the seminar, ENAPP’s administrator for the Training Area, Édmio Fernando, said, in turn, that the idea is to disseminate the Basic Law of Civil Service throughout the country, in order to reflect on its advances with the members of provincial governments and representatives of various sectors of society.

According to the official, these meetings also aim to improve the knowledge of civil servants on the same law and improve some matters contained in the diploma that may be subject to regulation in a Presidential Decree.

Incidentally, he recalled the recent transition to the definitive staff of the Civil Service of more than seven thousand administrative agents under an employment contract, as a result of this new law.

That’s because, according to Édmio Fernando, the new Civil Service Basic Law guides the framework for the definitive framework of contracted personnel registered in the State’s Financial Management System (SIGF).

On the occasion, he said that the Government is committed to the reform and modernization of the Angolan public administration, leaving ENAPP with the thorny mission of training public administration and public and private business sector staff capable of responding to new challenges.

He explained that the new Civil Service Basic Law, approved in August 2022, is a fundamental part of the public administration reform, since the legislation that had been in force since the 90s was out of line with the new framework, but also with the new constitutional reality of 2010.
