Africa-Press – Angola. The lack of funds is conditioning the conclusion of the construction works of a school with 22 classrooms, in Ndalatando, capital of Cuanza Norte province, included in the Integrated Plan of Intervention in Municipalities (PIIM).
The works, started in May 2020, have been paralyzed since December 2022, due to financial constraints in the order of 80 million Kwanzas.
The amount results from out-of-budget costs with work not provided for in the contract.
The information was provided to the press by the Secretary of State for Water, as coordinator of the Technical Group for the Implementation of the PIM in Cuanza Norte, Manuel Quintino, who, since Tuesday, has been assessing the degree of implementation of the plan in the province.
According to the official, there was an error of assessment, at the beginning of the work, on the part of the contractor who, without consulting the owner, consumed close to 40 percent of the total budget, in works not foreseen in the contract.
The project, with an initial budget of 568 million 192 thousand and 463 kwanzas, did not include work to move five thousand cubic meters of soil to level the land where the school is being built, which would have been completed in February 2021.
He explained, the works benefited from the financial execution of 90% of the total budget and has a physical execution in the order of 60%.
He stressed that the technical group will meet with the contractor to analyze the possible relocation of the project, with a view to safeguarding the conclusion of the work.
In his observation of the PIIM works, Manuel Quintino, accompanied by the Deputy Governor for the Technical Area, Mendonça Luís and the provincial delegate of Cuanza Norte das Financeiras, Erik Rodrigo, noted the degree of execution of the PIIM works in the municipalities of Cambambe and Cazengo .
In Cambambe, he X-rayed the works of the future Mother and Child Center in Dondo and the municipal hospital, undergoing rehabilitation and expansion since 2014.
It also noted the construction work for a 22-room school in that municipality.
In Cazengo, he also found out about the work on a school with 22 classrooms in the Catome de Cima neighborhood and another with 32 classrooms, in Kipata, as well as the housing project at Quilometro Onze, on the outskirts of Ndalatando.
In the end, Manuel Quintino considered the level of execution of the PIIM projects in these two municipalities to be satisfactory, whose project portfolios are very close to completion and with a remarkable degree in the quality of the works.
