Africa-Press – Angola. The Solemn Plenary Meeting to Open the Second Legislative Session of the V Legislature of the National Assembly (AN) will take place on October 16th (Monday), as opposed to October 15th (Sunday), by deliberation of the Permanent Commission of AN.
The information was given to the press this Monday by the first secretary of the Parliamentary Bureau, Manuel Lopes Dembo, at the end of the meeting of the Permanent Committee of the National Assembly.
Under the terms of the Constitution, the President of the Republic, João Lourenço, will address the country with a Message on the State of the Nation, marking the opening of the Parliamentary Year (2023-2024) of the V Legislature of the National Assembly.
However, UNITA, in the voice of deputy Liberty Chiyaka, disagrees with changing the start date of the legislative session.
“UNITA understands that the solemn meeting to open the legislative session must take place on the constitutional date, which is October 15th. October 15th can be any day of the week, but the constitutional date must be observed”, said Liberty Chiaka .
In this regard, paragraph 1 of Article 107 of the Parliamentary Rules of Procedure notes that “The National Assembly operates during working days, and may operate, exceptionally, on any other day, when so decided by the Plenary or the Permanent Committee”.
Number 2 of the same article states that “when the end of any deadline falls on a Saturday, Sunday or public holiday, it is transferred to the next business day”.
The Standing Committee is the body of the National Assembly that functions in place of the Plenary outside the period of effective Parliament functioning, between the end and beginning of a new legislature and at the intervals provided for in the rules of procedure.
Remains in office until the opening of the constituent meeting of the following legislature. It is made up of the president and vice-presidents of the AN, table secretaries, the presidents of parliamentary groups and specialized working committees.
The Permanent Committee also includes the president of the Board of Directors of the AN, the president of the Group of Women Parliamentarians, as well as 12 deputies designated in proportion to the seats of each political party or coalitions of political parties.
The Standing Committee is responsible for exercising Parliament’s powers in relation to the mandate of deputies, preparing the opening of Legislative Sessions and calling, extraordinarily, the NA to analyze specific urgent matters.
It also monitors the meetings of the Specialized, Occasional and Parliamentary Working Committees of Inquiry outside the period of effective operation of the National Assembly.
