Africa-Press – Angola. The Angolan Executive held today, in Ndalatando, Cuanza-Norte province, the formal act of signing the process of buying and selling vans, to facilitate the flow of national production, in a ceremony to be presided over by the Minister of State for Coordination. The highlight of the event, which marks the start of the project across the country, will be marked by the symbolic signing of contracts (sale) to citizens who competed within the established criteria for the acquisition of said vehicles, within the scope of the public tender carried out by the Ministry of Industry and Commerce, between May and June 2021.

According to data, the program is part of the Support Plan for Transport Operators and Rural Merchandise, approved by Presidential Decree nº 19/21, of 20 January, which provides for incentives to the Aggregating Commercial agents, in a process that covers all the provinces of the country, for unconditional support to the Production Support, Export Diversification and Import Substitution Program (PRODESI).

Defined criteria

The criteria defined comply with the terms of the public tender and those contemplated, individuals or cooperatives, will have a period of four years for the reimbursement of the purchase value of the vehicles, through a monthly deposit of 200 thousand kwanzas to the Fundo Activo de Capital de Risco (FACRA), which gives financial support to the project, under the coordination of the Ministry of Industry and Commerce.

According to the note, each van will cost 9.6 million kwanzas, the remaining 70 percent will be covered by the Government, through a subsidy mechanism, as without a subsidy these would cost more than 40 million kwanzas. All vans are delivered with annual damage insurance and GPS installed for route control.

The vans that will now be delivered and sold are from the Gaz brand, with 100 units, Kamaz, which has 200 cars and the Volkswagen brand, also with 200 cars, with the particularity of this lot containing 100 units of dry cargo or open box, and other 100 for cold-isothermal.

The document also mentions that the process of signing these contracts between the beneficiaries and FACRA will initially take place in the seven pilot provinces of the Rural Trade Development Program (PDCR), namely Cuanza-Norte, Cuanza-Sul, Namibe , Benguela, Huambo, Bié and Malanje, followed by the other provinces, until May this year.

Project impact

With this project, the Executive expects to create 1,000 direct jobs (driver and assistant), handle more than 1.770 million tons of cargo, thus contributing to an increase in the flow of national production, which is a critical point so far.

In addition, this initiative will encourage increased income for producers and other players in the logistics chain, as well as formalizing informal trade and increasing tax revenues.

On the other hand, the program also includes the increase in possible jobs in agricultural fields, the offer of products to consumer markets, including the manufacturing industry, the know-how of companies in specialized technical assistance and the best conditions for transport and food safety, especially of perishable products.

Executive’s Objectives

From the point of view of the objectives, the benefits are, according to the document, multiple, namely the operationalization of a structured network of Freight Transport Operators (OTM), dedicated to rural commerce in a more specialized way to support the agents commercial aggregators in city centers.

In this context, it is also expected an increase in the direct impact in terms of the flow of products from the countryside to the markets, guaranteeing more income in the rural economy, by serving as a link between producers and the different distribution centers, as well as processing and consumption, aspects that will have a direct influence on the supply and price reduction of farm products.

Still within the scope of the objectives, it is also intended to reduce and avoid the loss of agricultural products, with a renewed and more efficient vehicle fleet.
