Africa-Press – Angola. The first secretary of the Bureau of the National Assembly (AN), Manuel Dembo, considered the statements by the president of the UNITA parliamentary group on the alleged violation of constitutional provisions in changing the opening of the 2023-2024 parliamentary year on Sunday (15) to be unfounded. for Monday (16).
Speaking to the press, this Wednesday, in Luanda, the parliamentarian explained that, on the 9th of October, the meeting of the Permanent Commission of the AN took place, which decided, by consensus, that the Solemn Plenary Opening Meeting of the Second Legislative Session of the V Legislature takes place on October 16th.
He pointed out that, as October 15, 2023 falls on a Sunday, paragraph 2 of Article 107 of the Parliamentary Rules of Procedure provides, “that when the end of any deadline falls on a Saturday, Sunday or public holiday, it is transferred to the next working day , in this case the 16th of October”.
“The statements made by the president of the UNITA Parliamentary Group that there has been manipulation or violation of constitutional provisions are unfounded”, stressed Manuel Lopes Dembo, considering that parliamentary ethics requires respect for the decisions of the bodies of the National Assembly.
The first secretary of the Parliament’s Bureau reiterates, in this regard, a sense of State to the president of the UNITA Parliamentary Group as a member of the Parliament’s Standing Committee.
Under the terms of the Constitution, the President of the Republic, João Lourenço, will address the country with a Message on the State of the Nation, marking the opening of the Parliamentary Year (2023-2024) of the V Legislature of the National Assembly.
The president of the UNITA parliamentary group, Liberty Chiyaka, disagreed a few days ago with changing the start date of the legislative session, which this year falls on a Sunday (15 October), to Monday (16 October), alleging a violation of constitutional assumptions.
