The Permanent Representative of Angola to the United Nations, in New York, Francisco José da Cruz, highlighted, on Thursday (26), the promotion of gender equality, the empowerment of women and girls and the eradication of violence against women as fundamental priorities of the Angolan Government.
When speaking in the Security Council’s open debate on Women’s Participation in International Peace and Security: From Theory to Practice, the diplomat referred to the unequal impact of conflicts on women and men and the need for their greater participation in prevention processes, conflict management and resolution
In Francisco José da Cruz’s view, it is necessary to promote reflection on how to advance the stability and sustainable development agenda and strengthen the rule of law in Africa.
During his intervention, the ambassador mentioned the implementation, by the Angolan government, of the United Nations Resolution on Women, Peace and Security, with the National Action Plan.
The plan, he added, aims to increase women’s participation in decision-making processes and their full involvement in all efforts to maintain and promote peace and security in the country.
The aforementioned plan, he said, also aims to contribute to the prevention of violations of women’s human rights in conflict situations, including sexual violence and trafficking of women and children.
In this context, he highlighted that it has allowed women to play an increasingly important and leading role in Angola’s peace and security initiatives, to silence the guns in Africa, contributing to a fairer representation of women in decision-making bodies.
“Currently, women have a 38% presence in parliament and 40% in the Government, being responsible for politically sensitive portfolios, such as finance, work, health, youth, education and social affairs”, he asserted.
Furthermore, he also pointed out the positions of President of Parliament, Vice-President of the Republic and President of the Constitutional Court held by women.
The diplomat took the opportunity to inform that Angola hosted, in May 2023, the First International Women’s Forum for Peace and Democracy.
Central African Republic (CAR)
Also on Thursday, the United Nations Security Council analyzed the situation in the Central African Republic (CAR).
On the occasion, Angola, as acting President of the International Conference of the Great Lakes Region (CIRGL), welcomed the efforts aimed at restoring peace and stability in that country.
The Deputy Permanent Representative, Ambassador Mateus Luemba, highlighted that the political and security panorama has evolved positively, despite persistent challenges in the field of security.
He praised the progress made by the country with a view to restoring State authority in more than 85% of the territory, the dissolution of armed groups, the reform of the defense and security sector and the disarmament, reintegration and repatriation program.
He spoke about the 3rd Meeting of the Strategic Committee for Supervision of the Political Process for Peace in the Central African Republic, held on the 23rd of this month, highlighting that the Strategic Review reaffirms the effective harmonization of the Political Agreement for Peace and Reconciliation with the Roadmap for Luanda.
According to the diplomat, Angola will continue to work towards the full implementation of the peace process, calling on all parties to remain involved in a constructive way.
He considered that, as the process progresses, it is necessary to ensure that decentralization of the peace process is supported by a solid communication plan that supports the entire process and mobilizes all levels of society for greater ownership and support of the dynamics of the peace process. .
The rotating Presidency of the UN Security Council, for the month of October, is held by Brazil.
