Africa-Press – Angola. The Council of Ministers assessed, this Monday, the Execution Balance Report of the General State Budget for the III Quarter of 2023.

The document, which will also be submitted for consideration by the National Assembly, presents a set of information relating to the budgetary, financial and patrimonial execution of the period in question.

Regarding the report, the Minister of Finance, Vera Daves, shared that revenue valued at 3.42 billion Kwanzas was collected and expenses worth 3.76 billion Kwanzas were incurred.

According to the minister, a deficit budget result of around 338.58 billion Kwanzas was also recorded.

Among the information contained in the Report, which must go to the National Assembly, the execution of expenditure in the social sectors stands out: Health, Education, Social Assistance and Protection, Housing and Community Services, Recreation, Culture and Religion.

The document also contains information on the execution of expenditure within the scope of the Integrated Program for Local Development and Combating Poverty (PIDLCP), the Production Support, Diversification of Exports and Import Substitution Program (PRODESI), the Integrated Program for Intervention in Municipalities (PIIM) and the Public Investment Program (PIP).

The Executive found that in the III Quarter of 2023 a lower amount of revenue was collected than the expenses incurred, having recorded a deficit budgetary result. However, the Current balance for the period was in surplus, demonstrating that current revenues were sufficient to cover current expenses for the period.

With regard to the behavior of inflation in the period in question, it was found that the acceleration trend continued, having stood at 15.01% in September of this year, representing an increase of 3.76 percentage points compared to what was observed at the end of the previous quarter, and a decrease of 3.15 percentage points compared to what was observed in September of the previous year.

According to the document, in terms of social and economic impact, the execution of the OGE by the various Bodies, throughout the Third Quarter of 2023, allowed the reduction of the maternal mortality rate by 73.9% and the incidence of transmission of the virus HIV/AIDS from mother to child by 10%, the 10% reduction in deaths from malaria compared to 2022, which recorded a high number of cases due to the Covid-19 pandemic, with an increase in the percentage of population with access to health services to 60% and an average increase of 19.5% regarding national routine vaccination coverage.

During the period in question, within the scope of PIIM, the highlights were expenditure carried out on projects for the rehabilitation and expansion of water supply systems, rehabilitation of electrical energy distribution networks, construction and rehabilitation of road infrastructures, as well as the construction of municipal infrastructures, in order to give greater impetus to the implementation of local authorities.

At PIP level, around fifty-three (53) projects were completed, with physical execution of one hundred percent (100%), including the construction of infrastructure for evolutionary houses, construction of markets, construction and equipping of schools, hospitals, community health centers and professional training centers, expansion of the public and home lighting network and the rehabilitation of a water treatment plant, among other projects.
