Africa-Press – Angola. Angola has a legal regime to encourage national production that aims to promote and increase national production, to reduce imports, diversify exports and ensure the sustainability of the economy.

According to a publication on the Government Portal, which cites Presidential Decree No. 213/23 of October 30, the legal regime results from the need to stimulate the production and consumption of goods and services of national origin, to enable the reduction of excessive dependence of imported products.

The document revokes Presidential Decree No. 23/19 of January 14, which approves the Regulation of the Commercial Chain for the Supply of Basic Basket Goods and Other Priority Goods of National Origin.

The diploma is applicable to national producers of consumer goods and products with the “Made in Angola” seal, to wholesalers and retailers who carry out activities of aggregation of national production.

It also applies to other economic agents that promote national production, to importers of consumer goods and to the Direct and Indirect Central Administration Bodies of the State.

The document states that consumer goods are defined by act of the Minister of Industry and Commerce.

It also highlights that the installation in Angola of industrial units for the processing and production of consumer goods is supported by the State, based on actions to support private investment under the Production Support, Export Diversification and Import Substitution Program.

Retailers and wholesalers who carry out activities involving the aggregation of national production, especially family agricultural companies, micro and small industries, now enjoy incentives from the State, materialized in initiatives to facilitate and promote access to credit.

Alliances between national producers, transporters, industrialists and traders, implemented through the formation of consortia, cooperatives or other forms of cooperation for the development of productive activity, will also benefit from State incentives.

The Presidential Decree also establishes that the import process must be preceded by consultations with the national market on the existence of the goods to be imported.

In this sense, import authorization is conditional on demonstrating the prior conclusion of contracts for the purchase of national production, initiatives aimed at direct or indirect investment, or other forms of promoting national production, as well as the effective settlement of purchases made from national producers, or the guarantee of their future liquidation.

The ministerial department responsible for monitoring economic activity in the field of products to be imported is responsible for issuing a binding opinion on the import authorization.
