Africa-Press – Angola. Angola has participated, since Monday, in Nairobi (Kenya), in the third session of the Inter-governmental Negotiations Committee for the creation of a binding international legal instrument on plastic pollution, including in the marine environment.
Ambassador Sianga Abílio, permanent representative of Angola at the UN Offices in Nairobi, heads the delegation also composed of the president of the Board of Directors of the National Waste Agency, Nelma Caetano, senior officials from the Ministries of Environment and Foreign Affairs, in addition to members of the Embassy in the Kenyan capital.
The opening session of the event, held at the United Nations Complex, was chaired by the Head of State of Kenya, William Ruto.
The activity, which ends on Sunday, will discuss, among other topics, the Preliminary Draft of the international legal instrument that aims to identify measures to reduce the production of plastics, with the main focus on single-use plastics. Angola defends the position of the African Group that considers the legal instrument to combat plastic pollution as fundamental for the institutional capacity of countries, with the aim of dealing with marine pollution.
According to statistical data, more than four hundred million tons of plastic waste are produced annually in the world, of which 23 million end up in rivers, lakes and oceans and only 10 percent of this quantity is recycled.
The third session of the Inter-governmental Negotiation Committee to develop a legally binding international instrument on plastic pollution, which includes the marine environment, covering the entire life cycle of plastic (INC-3), was preceded by a technical meeting, Saturday, and regional consultations, last Sunday, also in Nairobi.
The ongoing process began in February 2022, with the adoption, during the second session of the 5th United Nations Environment Assembly, of Resolution 5/14, to create a legally binding international instrument on plastic pollution, including in the marine environment, with the challenge of negotiations for the drafting of international law ending in 2024.
In this perspective, the first session of the Inter-governmental Negotiations Committee (INC-1) took place in November 2022, in Punta del Este, Uruguay, while the second (INC-2) took place in May of the current year, in Paris, France.
The next round of negotiations (4th session, INC-4) is scheduled for the period from April 21 to 30, 2024, in Ottawa, Canada.
