Africa-Press – Angola. A total of 64,903 citizens were integrated, last year, in income-generating activities, within the scope of the Integrated Program for Local Development and Combating Poverty.
The data are contained in the press release of the 1st ordinary meeting of the Commission for Social Policy of the Council of Ministers, guided by the Minister of State for the Social Area, Carolina Cerqueira.
The communiqué states that, in the same period, 15,826 women were empowered, 2,603 Community Development and Health Agents (ADECOS) were trained and 239,821 farmers were supported with agricultural kits.
Yesterday’s meeting served to evaluate the reports of programs carried out by various departments of the Executive, including the Ministry of Social Action, Family and Women’s Promotion.
After appreciating the document, the Commission for Social Policy of the Council of Ministers recommended the elaboration of a “more analytical” rather than descriptive synthesis of the dossier, with emphasis on data on the financial impact of the Program, the most vulnerable groups served (children and elderly), the results at the community level, without neglecting the data on the distribution of free school meals carried out by the Executive with the support of social partners, natural and legal persons that resulted in food assistance for several families across the country.
The report is the document that precedes the balance of the main actions carried out by the municipalities in 2021, with the aim of implementing multisectoral actions of immediate impact to reduce extreme poverty rates in rural and urban areas.
Fees at INEFOP
The first ordinary meeting of the Commission considered the draft Presidential Decree, which approves the regulation on fees in vocational training institutions of the National Institute for Employment and Vocational Training (INEFOP).
The proposal establishes the regime applicable to fees and charges to be charged by public institutions and those of participatory management of vocational training, supervised by the National Institute for Employment and Vocational Training (INEFOP). With the diploma, the Executive intends to cover the operational costs related to the functioning of the Institute.
Regarding the project, the minister of Public Administration, Labor and Social Security (MAPTSS) said that the measure aims to correct “noise” practiced by some INEFOP institutions and other bodies with shared management with the same.
For Teresa Dias, the measure comes from the perspective of adjusting and guaranteeing efficiency in the services and charging some fees for the services provided. Although this is not the guideline, she said it is a practice that comes from the past, hence the need to normalize it.
“We understand that we can, indeed, have minimum fees and fees, to guarantee resources for these centers and make their work more effective and efficient”, he declared, continuing that, in this sense, the supervisory body, with the consent of the Ministry of Finance, will improve, at a national level, the entire network of own and shared professional training with a single charging model.
“We think that this noise has to end, as everyone will pay the minimum for the services they intend to provide to these institutions”, he said, clarifying that the State will only tax schools from levels two to four of the professional training network. of INEFOP. Level one, he stressed, will remain exempt from any charges.
Construction of the organic units of the UAN

Punishment for acts of vandalism
Yesterday, the Commission for Social Policy of the Council of Ministers recommended that all acts of vandalism against public property be denounced and, exemplarily, punished, says the final communiqué of the 1st ordinary meeting.
That body appealed to the patriotic and civic education of citizens in order to abstain from the practice of such acts, which harm the State.
The Commission for Social Policy of the Council of Ministers was also informed about the balance of the action plans of the ministerial departments of Higher Education, Science, Technology and Innovation, of National Defense and Veterans of the Homeland, and of Public Works and Land Management. With regard to the Ministry of National Defense and Homeland Veterans, the 2021 activity report and the action plan for this year were analyzed. In the Higher Education, Science and Technology and Innovation sector, the report highlights information on programs to improve the quality of higher education and the development of scientific and technological research, as well as the promotion of innovation and technology transfer and on the legal framework of the higher education subsystem.
Delivery of six thousand homes this year
The Secretary of State for Public Works said that the delivery of 6,000 houses is planned for this year, in a phased manner. Speaking to the press, at the end of the 1st meeting of the Commission for Social Policy of the Council of Ministers, during which the activity reports of various ministerial departments, including Public Works and Territorial Planning, were evaluated, Carlos Santos said that the distribution of housing will be made as soon as financial resources are available.
“We will quickly, within this year, provide the distribution (of houses) in the Mayé-Mayé area, in Luanda, and finish the housing available in the centralities of Cuito (Bié), Caála (in Huambo), and Praia Amélia (in Namibe)”, he said, reiterating that it is a continuous program, but in accordance with the financial availability of the State.
The meeting also highlighted the implementation of various actions in the fields of construction, rehabilitation and maintenance of road infrastructure, with a view to improving the mobility of people and goods.
In the road area, said Carlos Santos, the sector continues to prioritize national roads 100, 120, 225 and 230. In 2021, he said, more than 150 kilometers of roads were paved. 60 buildings were also rehabilitated, with the support of the Integrated Plan for Intervention in Municipalities (PIIM), in the provinces of Namibe, Bié and Lunda-Sul.
