During the 15th General Assembly of AFROSAI, the supreme external inspection body for Public Finance in Angola addressed a project, already underway, concerning the creation of a large database to be supported by a technological infrastructure, in terms of hardware and software, in order to mitigate the difficult access and reliability of information to be obtained in the control of public money.
In two days (March 17 and 18, 2022), in Dakar (Senegal), the presiding judge of the Court of Auditors, Exalgina Gambôa, headed the Angolan delegation at the General Assembly of AFROSAI, an African organization that brings together superior financial control bodies public.
The member institutions, also known as SAI (Superior Control Institutions), discussed two major topics, namely, the “Audit of the Extractive Industries Sector in Africa” and the “Integration of Big Data in the Audit of the Public Sector ”.
In the debates and sharing of experiences, it was found that the constraints experienced by some are the same as those experienced by other members, from the lack of skills in auditing matters based on the analysis of digital data to the deficient or absence of technological infrastructures.
According to a statement from the diplomatic mission in Senegal, regarding Big Data (Information in large quantities), which dominated the second day of the event, the Angolan delegation did not go unnoticed.
Exalgina Gamboa, alongside the judge who advises this superior court, Joaquim Mande, addressed the reality of Angola, noting that, despite the constraints, there are projects underway.
The counselor judge acknowledged that, at present, the Court of Auditors still faces many difficulties in accessing information from public entities. “The Angolan Government is implementing the Interoperability Program which is linking the databases of all public institutions in the country”, he reaffirmed.
Faced with the digital revolution, he added, the Court of Auditors wants to tread the path of innovation and digitization, with the rehabilitation of the future headquarters of the TC in progress.
