The President of the Republic, João Lourenço, announced, at the opening of the parliamentary year, that the third package of the SIMPLIFICA project is in preparation, with a view to greater simplification and elimination of unnecessary bureaucracy in terms of administrative action to make life easier for citizens and companies.
The SIMPLIFICA project, called 1.0 and 2.0, constitutes an Executive strategy that aims to make Public Administration increasingly modern, to provide rapid responses to citizens’ interests.
In his speech on the State of the Nation, at the II Legislative Session of the V Legislature of the National Assembly, he explained that with SIMPLIFICA, among other measures, the validity period of the Identity Card, Driving License and Passport was extended.
The Identity Card, he continued, can now be issued from the age of zero, the single and lifetime commercial license was established for various categories of economic activities, preventing companies from having to have a license for each establishment and having it renewed periodically.
“More recently, the Vehicle Title was institutionalized to be implemented in phases, unifying the Registration Book and the Car Ownership Title”, highlighted João Lourenço.
Within the framework of State reform, he highlighted that the country has a new Code of Administrative Procedure and a new Code of Administrative Litigation Procedure, which envisage a faster and more modern administration in its actions and reinforce the subjective position of citizens in the its relationship with the Public Administration.
He warned that for an administration to be truly modern and up to the demands of current times, a robust commitment to digitalization is essential, which is why the Digital Transition Agenda for Public Administration is being prepared.
On the other hand, the Head of State reiterated that the Executive will continue to work to improve the transparency of public accounts, particularly with regard to accountability mechanisms to the National Assembly, within the scope of its constitutional powers of political oversight of the Executive.
He pointed out that the General State Account is more complete, the degree of acceptance of the recommendations of the National Assembly and the Court of Auditors has grown steadily, and the legal deadlines for submission to Parliament are also being met.
