Ten thousand people were affected by the rains that fell late on Monday night, during the morning and throughout the day on Tuesday, in the province of Luanda.
The data was released last night at the headquarters of the Government of the Province of Luanda (GPL), by the deputy commissioner and deputy provincial commander for Civil Protection Management, Bravo Pereira Mendes, during the reading of a press release on the damage caused by rain in the country’s capital.
“There were 12 hours of moderate to intense rain, which affected practically the entire territory of the province of Luanda”, he told journalists.
According to the deputy commissioner, 2,056 families were left homeless due to the flooding of their homes.
Bravo Mendes revealed to the press that the municipality of Viana was the most affected by the rain, followed by Kilamba Kiaxi and Talatona, adding that 92 roads were blocked, impassable and flooded with water, which made traffic difficult.
The deputy commissioner and deputy provincial commander for Civil Protection Management explained that the rain also affected social facilities, public and private infrastructures, churches, hospitals, Police Stations and schools.
According to deputy commissioner Bravo Mendes, the numbers presented are preliminary and are being updated by the Operational Coordination Center of the Provincial Civil Protection Commission, coordinated by the governor of Luanda, Manuel Homem.
Road No. 100
The connection via road no 100, between Luanda and the South of the country, is guaranteed, revealed yesterday, the vice-governor for the Technical Area and Infrastructure, during the press conference at the GPL headquarters, to update the situation about the rain in the country’s capital.

A technical group made up of members of the Provincial Government of Luanda (GPL) and the Ministry of Public Works, Urbanism and Housing (MINOPUH) inspected, on Monday, the works in progress on streets in the Urban District of Samba and in the municipality of Cazenga, as part of the improvement of secondary and tertiary roads in the country’s capital.
According to a press release from GPL, the team, coordinated by vice-governor Cristino Mário Ndeitunga, traveled at length through the streets of Sun Set, Silêncio and Augusta, in the Urban District of Samba, with the aim of evaluating the progress and execution of contracts.

In the municipality of Talatona, the difficulty yesterday was the amount of water in the streets, a scenario also visible in the 11 de Novembro Urban District, as well as at the Fubu roundabout.
Rangel with impassable streets
The secondary and tertiary streets of the Urban District of Rangel, such as those of Comissão, Alentejo, Precol, do Povo, Terra Nova and the road that leads to the Ngola Mbandi School were, yesterday, flooded, making road circulation difficult.
Due to the lack of drainage ditches and sewers, rainwater caused many houses to be flooded, with many others collapsing.
Some residents, upset with the situation, removed the water that entered their homes, throwing it into the street, where children were playing, unaware of the danger of the puddles caused by the recent rains, which also caused a lot of mud and made the floor slippery.
Difficult circulation in Cazenga
The press reporting team found, in the municipality of Cazenga, right at the entrance to Mercado dos Kwanzas, the existence of a pool of water, which made traffic and pedestrian circulation difficult.
Trash on the roads, families taking water from their homes and residents having difficulty getting around was the most visible scene yesterday in Cazenga.
In the vicinity of Mercado dos Kwanzas, next to a Medical Center, the entrance to the street was completely flooded and residents found it very difficult to get around.
One of the residents told that rainwater creates many constraints on traffic and population circulation, causing, on the other hand, the emergence of many insects.
“Previously, we had an electric pump, but it is broken, and the water can remain stagnant here for months,” he explained.
On 6th Avenue (IFA), on Rua da Quiçanga, we found a lake, where the inhabitants were removing the water with an electric pump, throwing it into the main road.
Paulo Manuel, resident, explained that the water puddles are caused due to the low level of the road. “The Administration should install a bridge or a drainage ditch to pass the water.”
At this moment, I continue, we are unable to go out to carry out our work tasks, because, to reduce standing water, we need at least two to three days, even with the electric pump.
Via do Ramiro is at risk of becoming impassable
Part of the roadway on the Benfica/Sumbe route, on Estrada Nacional number 100, is at risk of becoming impassable, due to the accumulation of rainwater, prevented from circulating due to the inoperability of the drainage ditch.
The construction manager for the company Omatapalo, Rui Adriano, explained that palliative work is being carried out so that road traffic is not interrupted.
“We are trying to get the water to pass through the tunnel that discharges into the sea, otherwise it will find a way and collapse the walls that protect the road. The water must pass on the other side of the bridge. The work being done is temporary, so that motorists can travel safely”, he highlighted.
Ernesto Mucombe, resident, told our reporter that when it was 9 am he realized that the road was giving way. “When I noticed what was happening, I called the neighbors to help me put up signs so that heavy vehicles wouldn’t pass through that lane, so as not to cause too much damage.”
Ramiro district administrator, Alberto Lumete, explained that the embarrassment is due to the construction of a wall near the drainage ditch. “During these days of rain, the garbage carried by the water blocked the passage of water in the drainage ditch, causing it to accumulate in one place.”
Alberto Lumete said that the latest rains caused three deaths in the district he leads and the secondary and tertiary streets are impassable. “We are recording the incidents to present to the municipality, so that the problems can be resolved”, he said.

Five members of a family, a father and four daughters, died in the early hours of Tuesday, in Ndalatando, Cuanza-Norte province, due to the collapse of a house, caused by the heavy rains that fell on the region, since 5 pm on Monday, according to the spokesperson for the Civil Protection and Fire Service.
Fire sub-inspector Hélder Milagre explained, yesterday, that the house had been built with adobes in the Comarca neighborhood and collapsed because the foundation was weakened due to the force of rainwater.
According to Helder Milagre, it is assumed that, during the time of misfortune, the victims were sleeping.
Due to the complexity of the accident area, made worse by rainwater, he explained, it was only possible to remove the bodies of the victims at 11:30 am yesterday. The Government in Cuanza-Norte regrets the misfortune and guarantees support to the families to carry out the funerals.
