New DPA will bring the population closer to decision-making centers

Africa-Press – Angola. The country’s new Political and Administrative Division, in addition to shortening distances between locations, will facilitate contact between the population and decision-making centers, some experts said this Friday.

This position was expressed to press, regarding the approval by the Angolan Parliament, in general, of the proposed law that creates two more provinces and 161 new municipalities.

According to jurist Daniel Vicente, with the increase to 20 provinces, 325 municipalities and 375 communes, services will be closer to the populations and said he believes that these districts will generate more revenue.

Daniel Vicente is of the opinion that the State must begin to create conditions so that the new municipalities can function properly.

“We have to look at who will benefit from the new DPA and not what the State will spend, such as the construction of new infrastructure or the payment of salaries to public servants”, he warned.

“If we look at other realities, we can see that administrative activity develops better because territorial spaces are reduced, people are close and problem solving becomes more fluid”, he stated.

For him, the Executive’s decision is correct, as the new DPA will create conditions for local authorities to be implemented later, a demand of the opposition.

“Local authorities have neighborhood relations as their functional element, so it will not be possible to implement them now, taking into account the existence of locations many kilometers apart,” he said, alluding to the provinces of Moxico and Cuando Cubango.

On the other hand, economist Henrique Pascoal argues that “in a context like Angola, with challenges in public finances, coordination problems and regional asymmetries, the priority must be, in addition to changes in the Political and Administrative Division, economic stability”.

For him, its implementation must be carefully planned, taking into account the country’s financial capacity, to deal with extra costs and ensure efficient management of resources.

“Now that the decision has been approved, it is important to respect it, but we must also be aware that good intentions are not enough to guarantee stability,” he explained.

“When building a house, the essential thing is to lay solid foundations to withstand future challenges”, advocated the economist.

In turn, João Catchipia, a university student, said that, regardless of whether the DPA is carried out, which he considered necessary, the new rulers will have to “prioritize ethics, otherwise it will not have the desired effect”.

“The idea of ​​the State is good, but we have been seeing, all these years, that some managers are not committed to social causes, taking advantage of the opportunity to govern in order to benefit themselves”, he stated.

The new Administrative Political Division provides for the separation of the province of Moxico into two, namely Moxico and Kassai Zambeze, also for Cuando Cubango, which will become Cuando and Cubango.

The proposal, which began to be discussed on Wednesday (28.02), in a very heated debate, with close to 40 interventions, was approved on Thursday with 101 votes in favor of the MPLA and the mixed PRS and FNLA, 79 against UNITA and two abstentions from the PHA.
