The three bills of the municipal legislative package, namely, the Organic Law on the Institutionalization of Local Authorities, the Organic Law of the Municipal Guard and the Law that approves the Remuneration Statute of the Holders of Bodies and Services of Local Authorities were accepted, this Monday, at the National Assembly
Press found that the package that aims to establish the rules on the institutionalization of local authorities is already in possession of the hemicycle’s specialized committees and was delivered by the Civil House of the President of the Republic.
The three documents, considered by the Council of Ministers, will be added to the 11 already presented to the National Assembly for the institutionalization of local authorities.
When assessing the local authority package, the Council of Ministers considered that the effective institutionalization of local authorities is a relevant measure for strengthening and consolidating the democratic process underway in the country and reflects the practical implementation of the principle of administrative decentralization, which aims to bring services closer together and decision centers to populations.
The documents presented portray the Law that defines the path to be followed for the effective institutionalization of local authorities and also the measures for managing the transition process between the departure of local administration from the State and the entry of local authorities.
The proposed law also defines the remuneration status of the bodies and services of local authorities, such as the president and vice-presidents of the city council, who need to have a defined status, as well as the municipal guard, which deals with administrative transgressions.
