The Minister of Territory Administration, Marcy Lopes, assured this Tuesday, in Luanda, that the process of Official Electoral Registration, carried out in the country and in the “diaspora”, until the 7th of April, complied with all legal procedures, ” there being, therefore, no irregularities, as is speculated in some sectors of society.
Marcy Lopes made these specific explanations, within the scope of the Law, to calm, mainly, the opposition political parties that raised concerns about the non-publication, until now, of the lists with the names and places where the registered citizens will exercise the their right to vote in the next general elections. “There is no irregularity in this procedure, on the contrary, we are complying with what the Law establishes”, she clarified.
The minister, who made the statements to the press on the sidelines of the Second National Meeting on the preliminary assessment of the Official Electoral Registration process, added: “These lists are available, and people have to file a complaint through the means available to them. “.
For this purpose, he recalled, an Internet access application was created for citizens to verify their data. Those who do not have access to the Internet can do so, free of charge, via terminal 136, where the service operator makes the data available through a search. In this regard, he alerted citizens, in particular political parties, to ensure that there is no disruption to the process. “It is public, free and transparent, reputable and credible”, said the Minister of Territory Administration.
Marcy Lopes affirmed that the MAT did not proceed in violation of the Law, by delivering the provisional Information File of the Elderly Citizens to the National Electoral Commission, before the call for the Elections, as is speculated in some political circles. “We did not carry out a procedure outside the law, not least because we did not deliver the definitive file, only the provisional one, which allows the CNE to start its work, which, as we know, is not little”, she pointed out.
The Minister of Territory Administration, Marcy Lopes, also clarified that with the call for elections by the President of the Republic, after consulting the National Electoral Commission and the Council of the Republic, “there, yes, with the definition of the precise date of the election , the MAT has ten days to deliver the final electoral registration data to the CNE.
In this regard, he said it was necessary for everyone to be committed to not creating disturbances to the process. “This is the most important thing, that we enter this period correctly and without messages that create disturbances or that generate distrust in relation to the electoral process itself”.

Minister Marcy Lopes guaranteed that the Official Electoral Registration process was transparent, having been supervised by all legalized political parties. The official made it clear that it was an inspection that the Government allowed, to ensure the transparency of the process and because it is a new procedure, because people could not understand the essence of the process well and say that there was an intention to “hide” the data.
In this way, political parties were allowed to openly monitor the process. During this period, deputies from various political parties were at the BUAP (One-Stop Service for the Public) and interacted with operators and citizens, in general, without any interference, said the minister.
For example, at the time when the provisional Information File for Senior Citizens was delivered to the CNE, “MAT was careful to inform that it was a sample, and that the number presented to the National Electoral Commission could increase or decrease, depending on elements that play a fundamental role in this process”.
At the moment, he explained, the MAT is downloading various data from the headquarters of all the brigades that were in places of difficult access, in an offline system. Asked if there has been an increase in registered citizens since the provisional file was handed over to the CNE, which took place on the 28th of last month, the minister said “it is not prudent to do so now. The solution is to wait until the final delivery of the File Senior Citizens’ Information System (FICM)”.
For Minister Marcy Lopes, what will play a role with the ability to influence the reduction of the number of voters will be two aspects: first, is the slaughter of the database of all deceased citizens; information presented by the Ministry of Justice, through the Superior Council of the Judiciary, of citizens in contradiction with the Law, sentenced to imprisonment and the final decision. Therefore, these people remain in the database, but should not be part of the FICM.
