Africa-Press – Angola. Yesterday, the Commission for Social Policy of the Council of Ministers appreciated the Draft Law on Clinical and Biomedical Research, which will guide research activity in human beings and animals, by public and private institutions.
If approved, the Bill, considered during the 2nd ordinary meeting of that body of the Council of Ministers, will guarantee the scientific and technological development of the sector and provide a legal framework for the matter in question.
According to the final communiqué distributed to the press, with this proposal, the Executive intends to ensure the production of knowledge in health matters. The diploma contains the principles, norms, guidelines and rules that should guide the activity of clinical research in humans and animals.
At the meeting, guided by the Minister of State for the Social Area, Carolina Cerqueira, the Commission recommended to the Health sector greater equity in the allocation of financial resources to municipalities, within the scope of social municipalization, for the reinforcement of actions at the level of primary care. .
The recommendation made for the efficient, effective and inclusive implementation of Public Health programs aims to reduce communicable diseases, the maternal and child mortality rate, prevention and control of chronic non-communicable diseases, as well as the prevention and management of accidents and road injuries. Another objective is to prevent domestic and sexual violence, in order to achieve national goals and the Sustainable Development Goals.
On this subject, the Secretary of State for the Hospital Area, Leonardo Inocêncio, said that the objective is to give greater expression to the General State Budget at the level of municipalities and communes so that these funds are applied, above all, to posts and Health centers and municipal, so that secondary and tertiary hospitals are not overloaded.
On the occasion, the report on the implementation of Public Health programs 2018 – 2021 was also appreciated, which describes the actions carried out in the context of the most recurrent diseases, such as malaria, tuberculosis, malnutrition in children, severe pneumonia in children under five years old. , tetanus, measles, Covid-19 and chronic non-communicable diseases. A comparison was made of the results obtained and the trends between 2017 and 2021.
In the field of National Defence, a set of draft diplomas was considered aimed at adjusting the regulatory norms to the system of Mandatory Social Protection of the Angolan Armed Forces, namely, the Financing Fund for the Social Protection System of the FAA, the Mandatory Social Protection in old age, funeral allowance for the military, Mandatory Social Protection of the Angolan Armed Forces in the event of death and disability.
Taking into account the impact on the lives of the military, the regulations are intended to add value to the stability and social justice of the Armed Forces. The 2nd ordinary meeting of the Commission for Social Policy of the Council of Ministers was attended by the Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida.
Creation of the National Qualifications Agency
Yesterday, the Commission appreciated the Diploma Project that creates the National Qualifications Agency, whose mission is to contribute to the improvement of the qualification levels of young people and adults, through the provision of an attractive and diversified offer of qualifications at non-tertiary level.
The National Qualifications Agency aims to promote and enhance initial and continuous training and lifelong learning, as well as the insertion of qualified young people and adults in the labor market.
In the Public Administration, Labor and Social Security sector, the Commission for Social Policy also made a preliminary assessment of a diploma that establishes the legal regime of the National Qualifications System and defines the structuring instruments for the organization of qualifications.
The National Qualifications System, according to the press release, will give normative body to the educational and professional progression methods of citizens, in view of the constant opportunities for qualification of people inserted in the labor market.
In the field of Higher Education, a number of projects were considered, with emphasis on the General Regulation for the Scholarship of the Higher Education Subsystem and the Regulation on the Homologation and Recognition Process for Higher Education Studies
The General Regulation for Scholarships of the Higher Education Subsystem aims to conform the period for grant applications to the new academic calendar of the Higher Education subsystem, as well as clarify the application requirements, in order to allow access to scholarships by citizens beneficiaries of special protection.
The regulation of the process of Homologation and Recognition of Higher Education Studies will standardize the procedures, requirements and technical criteria that must be observed in the process of homologation and recognition of higher education studies.
With the third Regulation, the Ministry of Higher Education, Science, Technology and Innovation intends to guarantee a permanent action to control the organization and functioning of public, public-private and private Higher Education institutions, thus ensuring compliance with the norms and the regularity of providing training, scientific research and university extension services.
At the meeting, the Commission for Social Policy of the Council of Ministers also appreciated the balance report of the INAARES technological platform, between 17 July 2020 and 17 July 2021. The document presents the results of the main actions carried out to improving the quality of services provided using the technological solution, through statistical data in the fields of approval and recognition of studies. They were also informed about the activity reports for 2021 and the first quarter of 2022 of the ministerial departments of National Defense and Veterans of the Homeland and Youth and Sports.
