Transport Sector Restructuring Urban Mobility Focus

Africa-Press – Angola. The Ministry of Transport will be committed and focused on the restructuring of a new model of urban mobility, in the main provincial capitals, with emphasis on Luanda in the next five years.

The statement was made by the Minister of Transport, Ricardo D’Abreu, in an interview on Friday with the virtual program “POD LUANDA”, broadcast by the Provincial Committee of MPLA in Luanda.

On the occasion, the minister pointed out the programs under development by the sector and the main challenges related to the dynamization and continuous investment in transport infrastructures, as well as urban mobility.

According to Ricardo D’Abreu, the Ministry of Transport has been working with the Provincial Government of Luanda and other provincial governments, in order to find the best solution for urban mobility in the Angolan capital and other capitals with rapid growth.

He recalled that, in 2018, a National Master Plan for the Transport Sector was approved, which reflects a vision for the next 20 years of what this sector and the country logistics should be, a program that defines the role of infrastructures and their integration at national and regional level.

He added that, as for large infrastructures, such as airports and railways, it is necessary to boost them to put them at the service of the national economy and across borders, as it is important that they are integrated into the regional, African and global context.

“Luanda has a particular reality and we cannot forget that today it has a very large dimension, with the urban growth of the city disorderly”, he acknowledged.

According to the minister, there are several challenges that do not depend exclusively on the transport sector, as it involves several entities that contribute to better urban mobility, such as sanitation, the quality of road infrastructure, traffic discipline, as well as the inspection of operators.

He added that, in order to have speed and success in the process, it is necessary the collaboration of all partners and operators involved, including the actors of collective transport (taxis) and the taxi drivers” association, which must take a serious stance in the face of the commitments made.

“It is a commitment of the Ministry of Transport, in collaboration with the provincial governments, to create a sustainable mobility framework that allows a significant improvement in what is the urban mobility of the country large cities, especially in Luanda,” he said.

He stressed that it is not only an investment that is being made in infrastructure, in means of transport, but also in the very operating model of urban public transport and urban mobility.

He also added that the sector will ensure that the work of integrating transport and logistics infrastructures continues for the benefit of the economy and support the diversification effort, looking at agribusiness.

The National Master Plan for the Transport and Road Infrastructure Sector establishes short, medium and long-term actions for the development of this segment, including road, air, maritime and rail. The implementation of the plan can be reviewed every five years and includes the participation of the private sector.
