The measures, contained in a proposal prepared within the scope of preventing and combating money laundering, the financing of terrorism and the proliferation of weapons of mass destruction, result from the recommendations of the Financial Action Task Force (FATF) and from the evaluation on the subject. of specific beneficiaries. They can be implemented between 2022 and 2023. Orlando Fernandes said, at a press conference, that the proposal also has other purposes such as ensuring transparency in matters of good governance, combating the growth of illicit trafficking in narcotics and substances psychotropic drugs, and also the fight against transnational organized crime.

In this way, he continued, the Executive intends to strengthen the confidence of economic operators and improve the business environment, allowing the tracking of illegal operations, which will improve Angola’s image internationally. “The proposal is based on the adoption of administrative, technological and legislative measures, in accordance with the recommendations of the Financial Action Task Force (FATF)”, underlined Orlando Fernandes.

The Secretary of State for Justice highlighted that the proposal also includes the reinforcement of the declarative obligation of reporting, identification and diligence in relation to specific beneficiaries, through the practice of notarial registration acts, creation of a beneficiary registration database specific. It thus allows training database operators and ensuring their interoperability with the computer applications of financial, banking and non-banking institutions.

He added that the measures aim to create alert mechanisms, in order to make possible the procedure known as “follow the money (flow investigation control)”. collect and keep information on specific beneficiaries and also quickly exchange information on records and notaries with Financial Supervision Bodies.

The Secretary of State for Justice, Orlando Fernandes, indicated that the implementation of the measures registers critical success factors to be taken into account, including the multidisciplinary perspectives involved and the compatibility with other ongoing initiatives to improve the business environment. .
