With the implementation of the National Registry System, Angola will be able to expand the scope of publicity for registration and provide more legal security to the land registry, becoming a fundamental instrument in the certification and descriptions of buildings, guaranteed, in Luanda, the Secretary of State for the Justice.

Orlando Fernandes was speaking Thursday at the seminar “A new form of urban management in Angola”, he stressed that the law guarantees the right of access to land and ensures land equity.

“The National Land Registry System is the main element of territorial planning as it plays a central role in land regularization, the law on the legal regime of the land registry filled the gap in the Angolan legal system in terms of the registration of urban and rural real estate “, said.

He made it known that, at the same time, the law itself facilitates the location of properties for fiscal, administrative, police and georeferencing purposes. It also resolves issues relating to the respective land registry, commercial traffic and real estate transactions.

“Without the National Registry System, it was not possible, for example, to overcome the problem of overlapping coordinates with all the legal and social disputes that this implies, it was not even feasible to say that the land registry was organized in a modern and efficient way in relation to the lack of a data center”, he said.

Orlando Fernandes said it was necessary to modernize the system, turning it into an efficient land management tool to be able to respond to current challenges.

In turn, the Secretary of State for Public Works and Territorial Planning, Manuel José da Costa Molares d’Abril, revealed that the lack of registration is a factor that leads, in some cases, to the inhibition of public investment and the retraction of the private initiative.

“We have an urgent need for the country to strengthen and deepen knowledge about the situation of the land registry throughout the national territory”, he defended.

The rapid demographic expansion in the country’s main cities, he noted, represents a serious challenge with regard to the physical planning of the territory and the distribution of the various political, economic, social and environmental protection activities. To this end, he said, the cadastre represents an important tool for the implementation of various projects.
