Africa-Press – Angola. The President of the Republic, João Lourenço, proposed this Friday, in Luanda, the 24th of August as the date for the 2022 General Elections in the country.

Here is the intervention of the Head of State, João Lourenço, at the opening, this Friday, of the Meeting of the Council of the Republic, which takes place in the Council of Ministers room, in the Presidential Palace:

On the 26th of September, the 5-year term of office of the President of the Republic and the Members of the National Assembly in office will end. Pursuant to paragraph 1 of article 112 of the Constitution of the Republic of Angola, general elections must be called up to 90 days before the end of the mandate.

In order for general elections to be called, the Organic Law on General Elections requires the National Electoral Commission to issue an opinion to the Head of State on the existence of conditions for holding them within the constitutional deadlines and that the Council of the Republic be heard.

The Plenary of the National Electoral Commission approved on the 24th of May the respective opinion, which assures that the human, technical, material and financial conditions are created, so that the general elections are called by the President of the Republic.

Additionally, the Constitutional Court informed the President of the Republic that the conditions have been created for the process of presenting, appraising and validating the candidacies of political formations wishing to run in the 2022 general elections to begin.

At this meeting, I intend to hear from the Council of the Republic on the date of the general elections, complying with the legal procedure for them to be convened.

Excellencies

As we know, the convening of general elections depends on several other acts necessary for their realization, practiced by the most different actors, namely:

The preparation of the final version of the Computer File of Senior Citizens, which must be delivered to the National Electoral Commission within 10 days after the general elections are called.

The definitive file should only include citizens who are 18 years old by the date of the elections, its conclusion being dependent on the definition of that date.

The Executive guarantees that the conditions are created so that, within the legally defined period, the definitive data are sent to the National Electoral Commission;

After receiving the final data, the National Electoral Commission will hold the necessary elements for mapping the polling stations and polling stations and for drawing up the electoral rolls for their subsequent disclosure within the legally defined deadlines;

The start of the process for the presentation of candidacies by the political formations also depends on the call for elections, which must take place within 20 days following the entry into force of the act calling for the general elections;

The provision of an extraordinary subsidy foreseen for the electoral years to each of the legally existing political parties is in progress, referring to the preparation of the process of presenting candidacies to the general elections.

On the other hand, the conditions for public funding for the electoral campaign are created, the attribution of which depends on the validation of the candidacies by the Constitutional Court.

Distinguished members of the Council of the Republic,

Considering the favorable opinion of the National Electoral Commission and the information from the Constitutional Court, which confirms the existence of conditions for the beginning of the process of receiving the candidacies of the political parties that will be presented in this session;

Bearing in mind the need to call elections in a way that allows for the comfortable fulfillment of the other tasks by the different organs of the State, especially those whose execution cannot take place without the elections being called;

Considering also that, under the terms of paragraph 2 of article 112 of the Constitution of the Republic of Angola revised in 2021, elections must take place during the second half of August of the year in which the mandates of the President of the Republic end and of Deputies to the National Assembly in office;

I intend to call the 2022 general elections for the 24th of August.
