Africa-Press – Angola. The minister of Health, Sílvia Lutucuta, reaffirmed the Angolan government’s commitment to investing in health as a fundamental right of citizens, reinforcing partnerships that bring concrete gains to the population.

The minister has been on a working visit to Paris, France, since Wednesday, with the aim of strengthening bilateral cooperation and promoting the creation of a national reference ophthalmological institute.

This mission, which aligns with the strategic priority of the President of the Republic, João Lourenço, for the social sector, aims at a substantial improvement in health conditions for Angolans.

According to a note from the Press Services of the Angolan Embassy in France, in Luanda, the minister reaffirmed the commitment of the Angolan Government to ensure increasingly specialized, humanized and accessible health care, materializing the Executive’s strategic commitment to improving the quality of life of citizens.

The visit began at the Adolphe de Rothschild Foundation Hospital (HFAR), a European reference in ophthalmology, neurosciences, and interventional radiology.

The Angolan delegation, which includes senior officials from the sector, intends to absorb the best French practices to apply them in the national context.

The central project of this cooperation is the construction and operation of the future Angolan Ophthalmological Institute (IONA), which will be a national reference hospital, capable of responding to medium and high complexity cases.

This unit will significantly reduce the need for medical evacuations abroad.

“The Angolan Ophthalmological Institute will be a national reference hospital, prepared to respond to medium and high complexity cases, significantly reducing medical evacuations and guaranteeing specialized care within the country,” stated the minister.

The strategic partnership aims at the progressive introduction of advanced techniques, such as interventional radiology applied to ophthalmology, the implementation of corneal transplantation, one of the biggest current challenges in eye health in Angola, and the strengthening of the training of national personnel, from mid-level technicians to medical specialists. The Angolan delegation analyzed training proposals that are expected to begin in March 2026, focusing on identifying priority sub-specialties and defining access criteria and training objectives.

“Training is the true guarantee of the sustainability of the health system. Investing in technicians and giving them more skills allows us to improve care and free up doctors for more complex cases,” the government official emphasized.

The Adolphe de Rothschild Foundation Hospital (HFAR) is one of the most prestigious reference hospital units in France and Europe.

In 2024, HFAR provided consultations to 365,839 patients, performed 31,174 surgical interventions, admitted 48,502 patients to emergency services, published 434 scientific papers, and trained 909 students.

These numbers reflect the institution’s commitment to quality care, scientific research, and the training of excellent healthcare professionals.
