Africa-Press – Angola. Angola has remained stable in Transparency International’s latest Corruption Perceptions Index report, achieving 32 points out of 100 and ranking 120th out of 182 countries evaluated.
While the index reveals mounting global challenges in tackling corruption, Angola is notable for its consistent performance, building on the progress made in recent years and significantly surpassing the levels observed a decade ago.
Significant evolution in the last decade
One of the most notable developments in the last decade is that Angola has almost doubled its score since 2015, when it was one of the countries with the worst rankings worldwide.
Maintaining 32 points in 2025 demonstrates institutional stabilisation, the continuity of structural reforms, and the international perception of a sustained effort to strengthen public integrity, in line with President João Lourenço’s agenda.
In an international context where the global average of the index has fallen to 42 points, the lowest level in more than a decade, Angolan stability is particularly significant.
Regional context
Within Sub-Saharan Africa, a region that historically presents averages between 30 and 35 points, Angola aligns with the regional average, remaining above several other African countries.
Among the PALOP (Portuguese-speaking African Countries), Cape Verde continues to have the best ranking, but Angola has a comparative advantage over other states in the region that have experienced setbacks.
Sign of reformist continuity on the international stage
It is important to emphasize that the index measures perceptions of integrity in the public sector based on international technical and business assessments and not individual cases.
The report recognises that countries which maintain stability in their scores in a scenario of global deterioration demonstrate continuity in public integrity policies, a gradual strengthening of control mechanisms and greater institutional predictability.
In this sense, Angola emerges as a country that has managed to reverse the downward trajectory of the past and consolidate institutional gains, despite historical structural challenges.
Strategic perspective
Experts believe that maintaining current levels could lead to increased investor confidence, improved risk ratings and stronger international cooperation in transparency and governance.
The 2025 edition therefore confirms that Angola is undergoing a gradual institutional transformation in an adverse international context.
Responsibilities related to combating corruption are overseen by the Ministerial Commission established by Presidential Decree.
