AN returns Proposed Law on Public Funds to the Executive

Africa-Press – Angola. The National Assembly (AN) returned, this Thursday, to the Executive, during the joint meeting on the specialty, the Proposed Law on the General Regime of Public Funds for due improvement.

The Proposed Law on the General Regime of Public Funds, which was assessed last August by the Council of Ministers and sent to the National Assembly, establishes the legal regime applicable to the creation, organization, operation, management, inspection, evaluation and extinction of public funds.

According to the president of the 5th Economy and Finance Committee, Aia Eza Silva, the document proposed by the Executive requires further reflection as it contains insufficient material, for this reason the deputies of the 1st, 2nd, 5th and 10th Committees decided to return the proposed Law to the Executive for the necessary adjustments.

For the Secretary of State for Budget and Public Investment, Juciene Sousa, present at the meeting, the Executive will address the flaws in the document, as recommended by parliamentarians, and then send it to Parliament.

The Executive’s proposal aims to adopt a new conception, as a rule, as financial reserves or patrimonial masses devoid of legal personality, to demarcate public funds from the current regime of Public Institutes, defining a unitary regulatory framework of its own and to establish an operating model, based on in market logic.
