The Minister of National Defense and Veterans of the Fatherland, João Ernesto dos Santos, and the Portuguese Minister of National Defense, Helena Carreiras, signed, in the Forte de São Julião da Barra, on the outskirts of Lisbon, the “Framework Program in the Domain of Defense 2022-2026”.
This is a document that, according to João Ernesto dos Santos, includes “important vectors for capitalizing cooperation”, which includes the “Memorandum of Understanding for academic collaboration between the National Defense Institutes of Angola and Portugal”.
According to the minister, who intervened after signing the document, this framework program also includes a “cooperation protocol” between the two ministries regarding the carrying out of “internships within the scope of national defense policy”.
João Ernesto dos Santos also underlined the importance of a reflection “on the definition of the modalities for the implementation of the Bilateral Technical Agreement existing between the two ministries, in the domain of the provision of hospital support to the military and their national relatives in service, or in transit, in the territories and which was signed in 2013”.
Another objective of the program, according to the Angolan official, is the “joint participation in peace missions, under the aegis of the United Nations and the CPLP, particularly in the defense component, within the framework of the new strategy to give greater visibility to this important community”.
For João Ernesto dos Santos, “Portugal’s support for Angola to benefit from European Union funds for the training of national personnel in the field of maritime safety” is also important.
Finally, the Angolan Defense Minister praised the initiatives aimed at creating the conditions for the “implementation of the Military and Civil Cooperation Cell for Peace Support Missions (CIMIC)”, whose objective “is aimed at joint participation in Support Operations Peace and Humanitarian Aid”.
