Angola can now count on the technical and institutional expertise of the United Kingdom (UK) to promote cooperation in the field of Public-Private Partnerships (PPPs) and international best practices in the country, as a result of a Memorandum of Understanding signed Monday, in Luanda, between the two countries.
The document – signed by the minister of Planning, Victor Hugo Guilherme, and the United Kingdom Ambassador to Angola, Bharat Joshi – also aims to develop a Project Preparation Mechanism (PPM), an essential tool for optimizing efficiency, ensuring transparency, and increasing the attractiveness of projects to the private sector.
In this regard, the Angolan official stated that the signing of the memorandum transcends the formality of a diplomatic act, representing the declaration of a strategic partnership based on trust, mutual cooperation and shared development objectives.
In this context, the minister of Planning announced the upcoming launch of the PPP Portal, a publicly accessible digital platform that will enhance the transparency and attractiveness of the project portfolio, highlighting, in particular, those focused on climate resilience, technological innovation and social inclusion.
He stated that Angola wishes to adapt commitment and innovation to its reality through a partnership that contributes to the training of national staff, the conclusion of balanced contracts, risk mitigation, and the acquisition of responsible investment.
According to Victor Hugo Guilherme, Angola is undergoing a process of structural transformation that requires resilience, inclusion and sustainability, with the adoption of robust instruments and the creation of solid partnerships, as well as actors with international experience.
The official noted that the government is implementing a Project Preparation Mechanism (PPM), designed to accelerate the deepening of strategic initiatives and ensure that projects meet international standards of quality, rigor, and transparency.
In turn, the Ambassador of the United Kingdom, Bharat Joshi, emphasized that the newly signed document aims to collaborate in deepening the exchange of experiences regarding the implementation phases and general monitoring of PPP processes, including in the area of human resources training and dissemination of methodologies and best practices.
He added that they want to attract potential British private investors and create investment opportunities in infrastructure projects in Angola, with emphasis on the studies modified by the MPP, as well as to develop training programs and workshops for public servants on the importance and functioning of PPPs.
The diplomat also informed that there is also the intention to provide technical assistance and training to private companies aiming to improve their ability to participate in partnership projects.
Bharat Joshi also praised the fact that Angola is in the process of revitalizing and strengthening Public-Private Partnerships, having approved specific legislation in this area.
He highlighted the approval of the Operational Plan for Structuring Public-Private Partnerships (POEP), which is currently under review, emphasizing that the United Kingdom has extensive experience in adopting PPPs and can represent a valuable source of learning and experience to replicate in Angola.
The British diplomat also stated that, within the scope of the Diversifica Mais Project, Angola is establishing a Project Preparation Mechanism (MPP), with the main objective of promoting and guaranteeing the development of infrastructure projects under a Public-Private Partnership regime.
Bharat Joshi emphasized that the United Kingdom has extensive experience in adopting PPPs and can represent a valuable source of learning and experience to replicate in Angola.
He also added that, within the scope of the Diversifica Mais Project, Angola is establishing a Project Preparation Mechanism (PPM), with the main objective of promoting and ensuring the development of infrastructure projects under Public-Private Partnerships.
The relevance of cooperation between Angola and the United Kingdom is based on the vast British experience in PPPs, notably the creation of the National Infrastructure and Service Transformation Authority (NISTA) in April 2025 and a portfolio of over 900 projects in sectors such as health, education, transports, housing, defense, and information technology.
