The executive secretary of the CPLP- for the biennium 2021-2023, Zacarias da Costa, considered, Sunday (13), in Malabo, capital of Equatorial Guinea, the presidency of Angola, at the head of the organization, as satisfactory, insofar as it is started working as soon as responsibility was assumed, with planning meetings, carrying out delayed activities, taken from the presidency of Cape Verde, which could not be carried out for various reasons.
Zacarias da Costa traveled to Equatorial Guinea to accelerate the country’s integration into the Community of Portuguese-Speaking Countries (CPLP) and discuss the commitments made with the organization, where he spoke, when responding to the press, on the performance of the Angolan presidency. “It is playing a good role, he would say, it is very positive”, said the official, arguing that there is good synchronization between the Secretariat and the Presidency, and it will certainly be the motto for the future.
The CPLP executive secretary stressed that Angola, in the fulfillment of its current presidency, can play an important role in the integration process of Equatorial Guinea, adapting the efforts of the Malabo authorities, so that things go well and the full integration can take place. “As the Minister of Foreign Affairs of Equatorial Guinea said, it is necessary to carry out an integration gradually, like the steps that have been taken so far, which include the offer of scholarships by Angola, Mozambique, Portugal, Brazil, therefore a work together, made by all, so that integration is firm”, underlined the diplomat.
Regarding the population’s expectations with the Mobility Agreement and with the new objective of economic cooperation in the CPLP, the executive secretary, Zacarias Costa, said that it is not easy to sign an agreement, and then apply the terms of the agreement, especially when it comes to a framework agreement like this, of general scope, and does not immediately enshrine the possibility for citizens to move freely, as there is a set of actions that the Member States must implement.
“Each Member State must take a set of actions, taking into account its geographical insertion, in different regional contexts, requirements, challenges and commitments with the regional organizations in which they are inserted, and then move towards additional partnership agreements. that can gradually allow the implementation of the necessary steps, so that, in the near future, we can have this circulation so desired by our citizens”, he explained.
Zacarias Costa held meetings with the President of the Republic, Obiang Nguema Mbassogo, with the leaders of the Parliament and the Senate of that country, as well as with several other entities, having as one of the main objectives of the agenda the analysis of the implementation of the actions underway in the Program Support for the Integration of Equatorial Guinea into the CPLP (PAIGE).
The executive secretary, Zacarias Costa, led a delegation made up of officials from the CPLP Executive Secretariat, the International Institute of the Portuguese Language, the Angolan Mission to the CPLP in Lisbon and the Cape Verde Cultural Heritage Institute, which provided various training at the technical assistance to officials from various sectors of the local Public Administration. The CPLP expects to send another delegation next month to continue the training activities.
The CPLP executive secretary, Zacarias Costa, was elected for the 2021-2023 biennium, by the XIII Conference of Heads of State and Government, held on July 17, 2021, in Luanda, when Angola assumed the presidency of the Organization.
