Africa-Press – Angola. The bill that amends the Angolan Passport Law and the Regime for the Exit and Entry of National Citizens will be discussed and voted on in the National Assembly’s specialty committees on Tuesday (6).

The bill, approved in first analysis in general terms by the MPs in 2025, proposes the inclusion, among the beneficiaries of the diplomatic passport, of retired attorneys-general, retired judges of the superior courts and retired deputy attorneys general.

The proposal is based on the fact that these entities should also enjoy diplomatic status, even though they are no longer in office.

The Executive, as the proponent of the legislative initiative, suggests amending paragraph 1 of Article 22 of the Angolan Passport Law to expressly grant the right to a diplomatic passport to entities with the merit to be invested with this status.

During the general debate in 2025, the secretary of State for Technical Support of the Ministry of the Interior, Carlos Albino, explained that the current law defines and delimits the entities entitled to a diplomatic passport.

In addition to various entities currently exercising their functions, the decree also grants this right to former Presidents of the Republic, members of the National Assembly, and Courts’ presiding judges.

The benefits also extends to former Vice-Presidents of the Republic and Prime Ministers, as former aides to the President of the Republic, in his capacity as Head of the Executive Branch.

This is a regulatory instrument that governs the process of issuing and using passports for Angolan citizens, as well as their categories and security features.
