Constitution ensures political stability - Minister of State

Africa-Press – Angola. The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, declared yesterday, Wednesday, that the Constitution of the Republic (CRA), in force for 13 years, has been able to ensure the much-desired political stability of the country.

He said that the evolution of collective conscience and social mutations demand that the Constitution be dynamic, capable of permanently adapting.

Adão de Almeida represented the Head of State, João Lourenço, at the launch ceremony of activities alluding to the 13th anniversary of the entry into force of the CRA, which takes place on the 5th of this month.

He referred that the CRA requires creative judicial-constitutional solutions that are inspired by the idea of ​​law and the need to build a free, fair, democratic, solidary society, of peace, equality and social progress.

On the occasion, he stated that the constitutional revision initiative that took place in 2021, eleven years after the entry into force of our mother law, extended the catalog of fundamental rights.

He added that he enshrined the right to vote for Angolan citizens residing outside the country, clarifying the mechanisms of political oversight of the Executive by the National Assembly.

The Minister of State said that this action brought greater stability, security and predictability to the institutional relationship between the two sovereign bodies.

He highlighted the fact that the constitutional review has extended the autonomy of the National Bank of Angola.

“The revision gave greater dynamics to the 2010 Constitution, keeping it alive and increasing its legitimacy potential”, expressed Adão de Almeida.

According to the Minister of State, for active longevity, the Constitution needs to be truly normative with high potential and establish a relationship of affinity with citizens.

In his speech, the head of the Civil House of the President of the Republic praised the investment of the Constitutional Court in the constitutional literacy of the citizen, such as the elaboration of the “Children’s Constitution” translating the magna law into different national languages.

He stated that the “Week of the Constitution of the Republic of Angola – 2023”, opened yesterday, will be dedicated to the promotion and protection of children’s rights in our Constitution.

TC bets on promoting the Constitution

The presiding judge of the Constitutional Court (TC), Laurinda Cardoso, said that the institution intends to reinforce the promotion of the Constitution among children and young people and other cultural strata, in the field of national languages.

Laurinda Cardoso underlined that she intends to continue making the Constitution an important symbol of national unity, a communication channel, of sincere and functional dialogue between the institutions and the society in which they operate, without marginalizing anyone.

Promotion of children’s rights

Also at the Palace of Justice, a round table was held on the “protection of children’s rights in the Constitution of the Republic”, with the speakers being the 1st vice-president of the National Assembly, Américo Cunonoca, the person in charge of child protection at UNICEF, Giovanni D’Amato , and the advisory judge of the Constitutional Court, Maria da Conceição Sango.

The lecturers praised the role of families in the protection and comprehensive education of children.

Deputy Américo Cunonoca encouraged the Executive to continue with policies to protect children, while judge Maria Sango defended measures to reduce the number of children on the street.

UNICEF reaffirmed its commitment to continue cooperation within the framework of the national development plan.

Responding to questions from teenagers, the Minister of Social Action, Family and Women’s Promotion, Ana Paula do Sacramento Neto, informed that the Executive’s priority continues to be the empowerment of families, due to the essential role reserved for them in the education of children.

Ana Paula do Sacramento also referred to the implementation of reproductive education programs to reduce early pregnancy.

As part of the activities scheduled to commemorate the 13th anniversary of the CRA, a cartoon version of the Constitution for children translated into the national languages ​​Cuanhama, Nganguela, Fiote and Cokwe was launched yesterday.
