Africa-Press – Angola. Corruption constitutes one of the major obstacles of the Democratic State and the rule of law, as it makes it impossible for citizens to exercise their fundamental rights, said this Thursday in Mbanza Kongo, the provincial governor of Zaire, Adriano Mendes de Carvalho.
Speaking at the opening of the consultation ceremony on the “Draft National Strategy for the Prevention and Repression of Corruption”, the minister underlined that corruption compromises the realization of children’s rights to education, health, food and others.
“There are many times that the power of corruption takes the life of a human being, because the public servant, paid to provide free medical assistance to the citizen, exchanged professional ethics and deontology for the famous “gasosa” or because he diverted the money for the construction of the drinking water supply system for the population”, he emphasized.
The governor of Zaire underlined that his department is aware that this evil is its worst enemy, as it corrodes public resources, increases economic and social inequalities and reduces the citizen’s trust in institutions.
To reverse this situation, Adriano Mendes de Carvalho suggested promoting a system that prevents economic and financial crime, as well as corruption, through specific measures.
He pointed out, among the measures, the strengthening of the role of schools in transmitting values to adolescents and young people that generate repudiation of corrupt practices and related crimes, the training of public managers to increase their knowledge on good practices in public treasury management .
The reinforcement of the articulation between the bodies of the administration of justice and the speed in the treatment of cases of economic and financial criminality, corruption and influence peddling, are also among the proposals.
He reiterated, on the occasion, the appeal to the population to continue to denounce practices that harm the good name of State institutions, as long as they are well founded, and to avoid slander and defamation.
He asked for an active participation of those present in the debates, presenting proposals and suggestions that serve as content for the elaboration of a viable and feasible strategy to combat corruption in the country and, in the province, in particular.
National in nature, the forum is promoted by the local Delegation of Justice and Human Rights in coordination with the General Inspectorate of State Administration (IGAE) and other bodies involved in the administration of justice.
Participating in the event are public and judicial magistrates, deputies to the National Assembly of the provincial circle, members of the provincial government, representatives of the defense and public order forces, academics, municipal administrators, public managers, traditional and religious authorities, among other guests.
