The participants of the IX Extended Consultative Council of the Ministry of Foreign Affairs recommended, Thursday, in Luanda, that the “due” adjustments be made in Angolan foreign policy and diplomacy, in view of possible changes in the world order, without losing sight of defense of the national interest.

The recommendation contained in the final communiqué of the IX Consultative Council, which ended yesterday at the Venâncio de Moura Diplomatic Academy, in the centrality of Kilamba, justifies the measure in light of the international political situation, with emphasis on the current geopolitical disputes in Europe and Asia. which has had a negative impact on the structure of international relations, mainly on the international security system, on trade and on the world economy.

In the field of multilateral diplomacy, the Consultative Council also defends Angola’s continuous engagement and commitment with the intergovernmental organizations of which it is a member, as this corresponds to its strategic interests.

Within the scope of the great challenge of inserting Angolan staff into the international civil service, especially in organizations where Angola is under-represented, the diplomats urge the elaboration, under the leadership of the Ministry of Foreign Affairs, of a national Strategy for the insertion of staff in these international organizations .

The Council also evaluated the performance of the external executive bodies of the Ministry of Foreign Affairs, in this sense, it urged the placing of economic issues, the promotion of trade relations, direct investment and technology transfer at the center of its work, as well as permanent training of diplomats in these matters.

The IX Extended Consultative Council of the Ministry of Foreign Affairs, which brought together, for three days, all the heads of Angolan diplomatic missions, calls for a commitment to public diplomacy and the continuous strengthening of institutional cooperation. He recommended the expansion of Angola’s diplomatic presence in regions of strategic interest, whenever the country’s resources allow it.

In the document, the ambassadors highlighted the contribution of the diaspora to the political, economic, social and cultural life of the country, defending in this sense the need to guarantee its legal protection in the host States. For this purpose, they recommend a statistical survey of Angolan communities abroad, identification of social status, migratory, work and family situation. The MIREX Advisory Board also encourages the creation of associations in communities and the reactivation of existing ones.

The participants of the IX Extended Consultative Council of MIREX considered as important diplomatic achievements Angola’s performance in the CPLP and the initiatives for the consolidation of its economic pillar, the leadership of the International Conference of the Great Lakes Region (CIRGL) and the assumption of the presidency of the OEACP.

The participants also emphasized the country’s contribution to the process of regional integration and the promotion of free trade, as ways for the economic development of African countries, of which the construction of the African Continental Free Trade Area (AfCFTA) is a corollary.

With regard to diplomatic activity, Council members highlighted Angola’s recent achievements in the international arena, in particular progress in the process of pacifying States and regions in Africa; the opening of new political, technical and economic cooperation routes in Asia; and the consolidation and expansion of bilateral ties with countries in the American and European continents.

The Consultative Council meeting analyzed and took decisions on the main issues relating to diplomatic activity in the geographical areas covered by the Angolan Embassies on the organization and functioning of the structures of the Ministry of Foreign Affairs, including staff policy, enhancement of the diplomatic career and support society and about Angolan communities abroad.

Immediate resolution of internal issues

The Minister of Foreign Affairs, Téte António, said that the diagnoses made to the diplomatic activity and the internal organization of the Ministry needed immediate resolution. However, he underlined, “we note with satisfaction the general will to resolve and overcome all the issues raised.”

Speaking at the closing of the extended Consultative Council, the minister defended a dynamic and assertive diplomacy that should have the participation of all employees, from top to bottom, “because only our collective action will bring the boat to a safe port”.

Regarding the meeting that took place under the motto “MIREX and diplomatic action in the current international context: challenges and perspectives”, Téte Antonio said he hoped that the discussions and reflections presented in the Council, as well as the speech of the President of the Republic, João Lourenço, serve as guidelines for action in the most diverse geopolitical regions where Angola is represented.

The head of Angolan diplomacy also said he hoped that the reforms that MIREX has carried out will solve many of the problems that the institution has experienced over the years.

The tools given during this meeting are essential to break taboos and the current work culture in order for everyone to contribute to a better MIREX that can support the State with excellence.
