In the framework of the extended and sectorial meetings resulting from the visit to Havana of the Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, the delegations of Angola and Cuba established a set of principles for the reinforcement, adequacy of the modality and establishment of new lines of bilateral cooperation.
As a general principle, according to a communiqué, the parties agreed on the need to review the intergovernmental and interministerial legal instruments, currently at different stages of negotiation, adapting them to a new paradigm of cooperation, with a focus on political-institutional domains. , socio-economic and financial, and in the latter case, it is worth highlighting the arrangements for the settlement of Angola’s debt to Cuba and the adequacy of the scope of cooperation in the sectors of Defence, Health and Higher Education, Science, Technology and Innovation.
As a result of the four-day working visit (28 February to 2 March 2022), the heads of both delegations, the Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, and the Deputy Prime Minister of Cuba, Ricardo Cabrisas Ruiz, signed a Minute, containing the essentials of the discussions held in broad and sectoral forums to be considered at the XV Session of the Intergovernmental Commission (XV SCVIG).
For Higher Education, the principle of reducing institutional intervention in the sending of Angolan students to Cuba was agreed, establishing, however, exchange policies between the universities of both countries, with the parties committing to promote a meeting of rectors .
The delegations agreed that the international situation determines the strengthening of bilateral cooperation, in addition to the traditional sectors, by promoting the attraction of business investment from Angola to Cuba and from Cuba to Angola, with the signing of a Memorandum of Understanding between the Investment Agency and Export Promotion (AIPEX) and the Trade and Investment Promotion Directorate (PROCUBA).
