Africa-Press – Angola. The Dean of the Faculty of Law at Óscar Ribas University, David Capelenguela, pointed out that forms of citizen participation in local governance, such as active citizenship, community participation, and civic empowerment, are effective and beneficial for the development of localities.
He was speaking at a workshop on identifying other forms of local governance, promoted by the Ministry of Territorial Administration (MAT), while addressing the topic related to “The Role of NGOs in Promoting Citizenship,” which is taking place in Cuito, Bié province.
With over 25 years of experience in local governance, David Capelenguela emphasized that these forms of citizen participation in public administration, along with local authorities and traditional power, allow for a positive improvement in the well-being of families.For this reason, he defended the need to reinforce the appeal to citizens, so that they can be encouraged to actively participate in decisions regarding projects to be implemented, especially in solving the main problems affecting communities.
In another sense, he also considered the participation of NGOs in local governance to be fundamental, insofar as they help citizens in promoting citizenship, particularly in decision-making and the management of public affairs.
The workshop, promoted by the Ministry of Territorial Administration (MAT), has the support of the Óscar Ribas University and other social actors, with a view to achieving the results advocated by the Executive, especially in the promotion of citizenship.
During the event, which will take place throughout the day this Monday, participants from the province’s 19 municipalities will discuss topics such as collaborative governance and local initiatives, the role of Non-Governmental Organizations in promoting participatory citizenship, gender inclusion, youth and vulnerable groups, as well as other forms of participation (international experience).
