The deputies of the sixth Specialized Work Commission of the National Assembly traveled, for the first time, to the Anti-Drug Fight Institute (INALUD), in Talatona (Luanda), and also to the Center for Rehabilitation of Drug Addicts, in Caxito (Bengo) , where they defended statutory autonomy and better conditions for patients.
According to data published by the National Assembly, through its website, with the aim of supporting the implementation of the National Policy for the Fight against Drugs, a parliamentary delegation, headed by deputy Víctor Kajibanga, was received, Friday, by the Secretary of State for the Hospital Area, Leonardo Inocêncio, at INALUD.
Given the importance of this body, which has the mission of promoting the implementation of integrated policies for preventing, reducing and combating the consumption of licit and illicit drugs, as well as the reduction of drug addictions, the Ministry of Health, says the institution, has increased its budget, without disclosing figures.
According to Leonardo Inocêncio, this budget increase will benefit the Rehabilitation Center for Drug Addicts, located in Bengo province, which was also visited by deputies.

Recognizing the importance of the Rehabilitation Center for Drug Addicts, the Ministry of Health, according to the Secretary of State, intends to make it an autonomous budgeted unit, with a view to minimizing some demonstrated needs.
In Caxito, the parliamentary delegation was received, upon arrival, by the governor of Bengo province, Maria Antónia Nelumba. The main problems and challenges of the Center for the Rehabilitation of Drug Addicts were heard, and the social impact of the public service provided by the institution was also evaluated.
According to administrator Fausta da Conceição, the center has not benefited from any financial and logistical support since its inauguration, on February 3, 2018. Due to lack of support, the patients’ relatives are obliged to make a donation contribution.
The president of the 6th Specialized Work Commission, Víctor Kajibanga, quoted by the National Assembly’s website, concluded that the institution needs statutory autonomy, so that it can effectively enjoy financial autonomy.
He also defended the increase in installed capacity, in addition to committing to fight for the improvement of conditions, especially in access to drugs, drinking water, as well as the allocation of qualified human resources.
The Rehabilitation Center for Drug Addicts has an installed capacity to accommodate 60 inpatients. However, it has more than three thousand users on the waiting list. It is one of the main reference centers in Angola and welcomes patients from various parts of the country.
