Africa-Press – Angola. Angolan President João Lourenço on Friday appointed Dionísio Manuel da Fonseca to the position of Minister of State and Chief of Staff of the President of the Republic, replacing Adão de Almeida.
According to a press release from the Press Services of the Presidency of the Republic made public, in another decree the Head of State appointed Daniel Félix Neto to the position of Minister of Territorial Administration.
In other acts, President João Lourenço dismissed Adão de Almeida from the role of Minister of State and Chief of Staff of the Presidency of the Republic and Daniel Félix Neto, from the functions of governor of Lunda Sul.
It should be recalled that Adão de Almeida was appointed on Thursday by the ruling MPLA Political Bureau as the new Speaker of the National Assembly, replacing Carolina Cerqueira.
Biography of Dionísio da Fonseca
Dionísio Manuel da Fonseca was born on March 19, 1982, in the province of Luanda, and is the son of Manuel João da Fonseca and Margarida Piedade Caldeira.
He holds a Master’s degree in Law from the University of Aberdeen, Scotland/United Kingdom (2008), where he completed the course with distinction, and a Master’s degree in International Business (Global Business) from the Said Business School of the University of Oxford, England (2018). He also holds a degree in Law from the Faculty of Law of the Agostinho Neto University (2006).
Throughout her career, he has attended several high-level professional trainings, highlighting the training in Planning and Budgeting Rules at the National School of Administration and Public Policies (ENAPP), in 2021.
In 2016, he specialized in the Design and Implementation of Social Transfer Programs, through the Economic Policy and Research Institute and the United Nations University, in South Africa.
In 2015, he completed the specialization in Promoting Leadership Strategies that Produce Results, taught by Harvard University, Kennedy School of Government, in the United States, where he also participated, in 2011, in the training Infrastructures in Market Economy: Public-Private Partnerships in a Changing World.
He also has a specialization in Regulatory Impact Analysis (2013), from Jacobs Cordova Associates and Luiss Guido Carli University, Italy; a course on Preparation and Analysis of Investment Projects, held in Luanda in 2010; and training in Investment Negotiation and Mediation, completed within the scope of the 3rd Cologne Summer Academy, in Germany, in 2008.
In the governmental field, he served as deputy governor of the Province of Luanda for the Political and Social Sector, between 2019 and 2022.
Between 2017 and 2019, he was legal advisor for Administrative Modernization and Exchange to the Vice-President of the Republic, having previously held, from 2012 to 2019, the functions of advisor for Legal Affairs of the same body, accumulating responsibilities as Coordinator of the Technical Support Group to the Commission for Social Policy of the Council of Ministers.
From 2013 to 2022, he was a member of the Technical Support Group to the Council of Ministers for Legal and Legal Issues.
In 2012, he served as Advisor to the Minister of State for Economic Coordination, after having held senior positions at Sonangol, E.P., where he was Head of the Technical Advisory and Coordination Department of the Legal Services Directorate (2011–2012) and Head of the Technical Assistance and Conflicts Office (2010–2011).
In 2016, he coordinated the first edition of the Forum on Financing and Management of State Social Programs, as well as the preparation of the Program for Strengthening the Workforce in the Education and Health Sectors in Angola.
In parallel with his governmental and administrative career, he was a lecturer from 2009 to 2022 at the Centre for Studies in Legal, Economic and Social Sciences of the Faculty of Law of the Agostinho Neto University.
