Africa-Press – Angola. The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, declared this Monday, in Luanda, that the Executive will move to a more sustained, systematized and integrated stage in the fight against corruption.
Adão de Almeida spoke to the press at the end of the meeting of the Council of Ministers, which this Monday approved the National Strategy for the Prevention and Repression of Corruption, within the scope of measures to combat this practice and promote a culture of ethics in all the sectors.
He highlighted that the situation in Angola in relation to corruption is well known, noting that, particularly since 2017, it has deserved a direct and courageous approach, due to the negative impact it causes throughout society.
Since that period (2017), explained the government official, the national strategy for prevention and repression against corruption has been the subject of assessment and adaptation at the most varied levels.
At this stage, which the Executive considered to be an emergency, several measures were implemented in areas such as voluntary delivery of goods, recovery of goods, legislation, where some rules contained in the Penal Code can be seen, as well as institutional restructuring, with the IGAE and the PGR and the areas that were created there to specifically approach the phenomenon.
The minister stressed that the emergency approach allowed very satisfactory results, which resulted in positive growth in the main international indices of perception of corruption.
He added that Angola, in 2017, was ranked 167th and, as a result of sustained and consistent progress, in 2022 it was ranked 116th.
With this, “the Executive’s vision is that once this most emergency phase has been completed, it is time for a more sustained, systematized and integrated phase of the approach to the phenomenon of corruption and, for this reason, the National Strategy for the Prevention and Repression of Corruption was approved. Corruption”.
He explained that it (strategy) brings an approach based on three main axes, namely prevention, detention and repression.
Adão de Almeida said that, among these, the idea is to invest more in the prevention axis so that these cases do not arise.
“If we can reach a stage where corruption does not occur and there is no need for repression, that would be ideal,” said the Minister of State, highlighting that, for this reason, considerable focus is given to the prevention dimension.
From this perspective, he said, “we are talking about the education process that must involve the entire society, including schools and public and private institutions”.
The National Strategy for the Prevention and Repression of Corruption was approved during the session of the Council of Ministers, guided by the President of the Republic, João Lourenço.
It is a programmatic document of reference in the prevention, detection and repression of corruption and related crime.
It aims to promote good governance, strengthen citizens’ trust in public institutions and adopt good practices in the public and private sector.
With its approval, the Executive intends to continue reducing corruption rates by promoting integrity, transparency, improving the provision of services in all sectors, involving citizens in the prevention, detection and repression of the phenomenon, transparency in the management of public affairs, responsibility and accountability.
