Africa-Press – Angola. The Minister of Finance, Vera Daves, said this Thursday, in Luanda, that improving the quality of budget execution is a continuous concern of the Executive, defending the need for effective and efficient management.
When speaking at the opening of the seminar on rules for implementing the General State Budget (OGE – 2024), he highlighted that there must be efficient management on the revenue side, as well as expenditure, seeking to ensure detailed monitoring of budget execution and involve interested parties.
He stressed that the Executive has been promoting seminars, sharing all legal information that allows managers to be equipped with the necessary capacity to ensure the desired levels of budget execution.
According to the governor, the Executive intends for budget management to translate into concrete, immediate and lasting means for the lives of citizens, with tax justice, without compromising future generations.
He reinforced that the rules have been regulated and approved every year, to ensure greater adaptation to the country’s economic reality, as well as “ensuring greater efficiency and effectiveness in the way we collect revenue and carry out expenses”.
He recalled that 2023 was challenging for public finances, as it impacted the performance of managers, “as we saw a reduction in revenue collection, forcing us to adopt contingency measures, with the aim of safeguarding fiscal consolidation efforts. We had to captivate expenses and thus avoid heading towards an unsustainable path for public finances”.
According to the minister, although “we are not yet experiencing the best macroeconomic scenario in 2024, we are still not very far from what was the reality in 2023. We still have important challenges, we hope that in 2024, as far as possible, we can resume the dynamics of regular and uninterrupted execution of the OGE, naturally with all the rigor that is required”.
He assured that the increasingly efficient management of public revenues and deconcentration determine that the OGE 2024 “will have a respectful execution, in an even firmer way with the essential principles that guide government action and, in particular, the principles of legality, public interest, parsimony and transparency”.
The seminar on the Rules for Executing the General State Budget (OGE-2024) was promoted by the Ministry of Finance, through the National Directorate of the State Budget (DNOE).
The initiative aimed at the managers of the budgetary units of the Central Administration and Local Administration bodies of the State, was promoted with the aim of sharing the main changes to Diploma 01/24 of January 2, which approves the OGE Execution Rules- 2024, in relation to the rules for the 2023 financial year.
