Africa-Press – Angola. The Secretary of the President of the Republic for State Reform, Pedro Fiete Raimundo, urged this Thursday, in Mbanza Kongo, Zaire province, public managers to be aligned in implementing the measures contained in the Simplifica Project, for the better serve users.

The person in charge made this appeal during a meeting with public managers from various bodies of the State’s Local Administration, as part of monitoring the degree of compliance with the measures of the Simplification of Acts and Procedures in Public Administration Project (Simplifica), which the Technical Unit of the Interministerial Commission for State Reform is carried out at national level.

According to the PR Secretary for State Reform, the Angolan Executive has approved several diplomas on the implementation of administrative simplification measures, which from a practical point of view require detailed monitoring by public managers for their scrupulous compliance.

Among the measures in the acts already approved and mandatory for local administration agents to comply with, the person in charge pointed out the need for citizens holding a resident card to present a residence certificate to access public services.

The elimination of the in-person military census with the Municipal Administrations of young people who turn 18 years of age, replaced by the institutionalization of the unofficial registration under the supervision of the Ministry of Justice, which must, annually, send the Ministry of Defense and Former Combatants the database of citizens of legal age.

The exemption from presenting a military registration slip and declaring a regularized military status to participate in public competitions to fill vacancies are also part of the measures in force.

The birth certificate, the police declaration of loss, the document authorizing the person to leave the country, the criminal record, car ownership title and booklets, the lack of need for recognition of the declaration of secondary education are also included in the measures of debureaucratization of the public service in the country.

In the field of regularization of economic activity, the validity period of the commercial license was unified and extended, from five years to lifetime, with the aim of making economic activity more attractive.

In turn, the deputy governor of Zaire for the political, social and economic sector, Afonso Nzolameso, stated that the Simplifica Project has revolutionized the methodology and functioning of public services throughout the national territory.

He considered it to be an integrated and inclusive project that gives greater dignity and prestige to public servants, in particular, and to users, in general.

Operationalization of Simplifica involves the computerization of services

For the provincial delegate for Justice and Human Rights in Zaire, Nicolau Sozinho, the implementation of the Simplifica Project involves the modernization of sectors, through the computerization of all services.

He informed that, at regional level, work is already underway to modernize the Mbanza Kongo registry office to the Online system, aiming to connect it with the local Civil Identification service.

He informed that the modernization and interconnection of the justice sector in the main municipality of the province of Zaire already has the green light from the responsible ministry, with only the arrival, in the next three months, of a team of technicians from Luanda to materialize this project..

In turn, the director of Records and Administrative Modernization, António Félix Kialunguila, said there was still a slight delay on the part of Municipal Administrations in implementing the current diplomas.

He said he hopes that this act will encourage local administrative agents to change the way they act at the level of State Local Administration bodies, to make citizens’ lives easier.

Participating in the meeting were municipal administrators and their deputies, defense and security bodies and State administration operators.
