Africa-Press – Angola. The Ombudsman, Florbela Rocha Araújo, defended, on Tuesday, in Kigali, Rwanda, “integrity, impartiality and dignity” as values for strengthening the Ombudsman institution in Africa.

Florbela Araújo, who spoke about “The dilemmas of ethics in the role of the Ombudsman” during the 7th General Assembly of the Association of African Ombudsmen and Mediators (AOMA), said it was necessary to become “aware of our contingency” to deal with dilemmatic situations and carry out work with the full commitment of Africans.

The jurist shared the Angolan experience on the aspects taken into account in cases of dilemmas, having appealed to African ombudsmen for the need to be “the first to denounce any practice of corruption, nepotism, fraud, easy profit, insubordination, trafficking in influence and other practices incompatible with the ethical and deontological values” of the Ombudsman.

Florbela Araújo spoke about the Code of Ethics and Deontology of the Angolan Ombudsman, approved by Order No. 2/21, of 19 November. The diploma establishes the principles and standards of ethics and deontology applicable to the administrative relationships of the Ombudsman, the deputy Ombudsman, as well as the employees and administrative agents of the Ombudsman’s Office, in their relations with citizens and other institutions.

The Ombudsman considered ethical dilemmas as possible conflicts of duties, which arise in situations where two standards clash, such as cases in which there is difficulty in making the “correct decision”, since any action may presuppose a violation of a moral principle.
