The Ministry of Public Works, Urbanism and Housing (MINOPUH) ensures that the tender processes for the management and operation of three bituminous emulsion plants in the country will be concluded shortly, a fact that will allow the start of repair and maintenance of critical equipment in these infrastructures.
In a note, this ministerial department clarifies that the contract for the three bituminous plants, installed in the provinces of Luanda, Benguela and Namibe, is meeting the deadlines demanded by the respective procedures, which must be respected by imperatives of a legal nature.
According to MINOPUH, the completion of the tender processes in progress will allow the repair and maintenance of critical equipment, as well as the acquisition of the main inputs for production and, finally, the guarantee of the effectiveness and efficiency of the respective infrastructures.
The acquisition and assembly of the three bituminous emulsion production plants was carried out in mid-2003 by the National Road Institute of Angola (INEA), to be widely used in road conservation and repair actions.
The technical characteristics of this equipment point to a nominal production of 10 to 12 tons/hour in each plant, with the factories equipped with a storage capacity of 250 metric tons of bituminous emulsions of various types, with particular emphasis on bituminous impregnation materials and watering for laying floors and the execution of single and multiple surface coating layers (TSS or TSD).
According to the Ministry of Public Works, in the current context, it was decided, for the emulsion plant in Namibe and other provinces, to seek private partners, within the scope of Public-Private Partnerships (PPP), whose tendering processes are ongoing.
To this end, in 2020, the Angolan Government authorized the expenditure and the opening of the simplified contracting procedure based on the material criterion for the award of contracts for reactivation, maintenance, conservation, management and operation of the aforementioned power stations.
The idea is to reactivate the plants in a sustainable way, based on the use of installed capacity and the profitability of the investment made by the State.
The investment also aims to reverse the course of the supply market for bituminous emulsions at fairer prices and in the desired quality and quantities, increasing production capacity in order to guarantee regular supply to the national market and the creation of stocks that meet the demand for construction and maintenance contracts for road infrastructure.
